Duties

You will prepare and review environmental planning documents for all aspects of environmental planning; manage Architecture/Engineering (A/E) services contracts; and communicate and network within the environmental community. You will serve as the Contracting Officer's Technical Representative (COTR) on contracts to ensure preparation of technically adequate, timely and cost-effective planning products. You will establish work schedules, determine priorities, coordinate work with other section employees, promote team building, and ensure program quality across contractor and in-house products. You will ensure environmental compliance of federal, state and local regulations and policies are followed to converse with program managers concerning environmental projects, natural, and cultural resource issues. You will identify and analyze highly complex issues and provide problem-solving techniques and strategies to develop creative and innovative solutions in a timely manner. You will create complex briefing materials and documents for use in decision making meetings.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is a bargaining unit position.
  • Current registration as a Professional Engineer is required with the 0819 series. Registration must be in a U.S. state or U.S. territory.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates at the Engineering 0819 series. Selective Placement Factor (SPF) is: A current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico is required. In addition to the Basic Requirements and Selective Placement Factor (for series 0819) your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying working experience with the National Environmental Policy Act (NEPA) and key related environmental laws such as the National Historic Preservation Act (NHPA), Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act, and Clean Water Act (CWA; 2) Preparing NEPA documentation at the Environmental Assessment (EA), or Environmental Impact Statement (EIS) level; 3) Reviewing facilities maintenance requirements to identify potential environmental impacts, applicable permits or best management practices to support planning studies and project scope and budget development; and 4) Using written and verbal communications to convey technical and risk management advice related to NEPA planning to leadership. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For the 0819 Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above).
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 0401 Series:
Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
Have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

For the 1301 Series:
Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
OR
A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
