About the Position: This position performs a variety of work in connection with the operation of USAG West Point's environmental programs. The work requires knowledge of the principles/methods of administering environmental protection programs and the laws and regulations related to environmental compliance protection activities.
Duties
Gathers information, through sampling and fieldwork, performs literature searches and varied data collection, tracking, computing and summarizing of data.
Assists in the development, coordination, preparation and management of environmental plans, reports, and correspondence.
Assists in investigating and responding to allegations of environmental pollution and disturbance.
Performs spill cleanup, pollution abatement, monitoring and sampling projects and inspections, surveys, inventories, audits and other field work.
Prepares a variety of correspondence, forms, and reports.
Maintains time and leave records.
Manages and performs the movement, handling, sorting/containerizing and labeling for the installation's Hazardous Materials Management Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a valid state driver’s license to transport self and items between locations on and off the installation.
- Position requires incumbent to obtain and maintain Contracting Officer Representative (COR) certification, this must be obtained within 1 year of appointment.
- Position requires a financial disclosure to be filed annually as a prerequisite as a COR.
- Position requires the incumbent to use personal protective equipment provided by the employer.
- This position has a heavy to moderate lifting requirement of 40 lbs.
- Position requires a pre-employment and annual physical exam as the work involves regular and recurring exposure to moderate risks or discomforts that require special safety precautions.
- Must use and wear protective clothing and/or gear.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1. Supporting environmental programs such as: pollution prevention, solid waste, hazardous waste, water quality, air emissions, environmental restoration, spill prevention, aboveground or underground storage tanks, and toxic substances; AND 2. Writing and reviewing environmental standard operating procedures for regulatory accuracy and completion; AND 3. Coordinating with a resource management office regarding budgetary, financial management, and general funding requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science; or related field such as: Microbiology, Chemistry, Physics, Geosciences, or Engineering.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
