Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations, P-3 Aircraft Program, located in Washington DC.
Duties
As a Program Manager (Marine Patrol), you will serve as an expert analyst or advisor to the Maritime Patrol Aircraft Program Management Office (MPA PMO) requiring the application of a wide range of qualitative and quantitative systems analysis, management support principles, and processes. This position starts at a salary of $99,200.00 (GS-12, Step 1) to $128,956.00 (GS-12, Step 10) with promotion potential to $153,354 (GS-13 Step 10).
Typical duties include:
Serving as the technical representative, applying experience and comprehensive technical knowledge to ensure compliance. Conducts compliance reviews, monitors the execution of the program and components projects, ensuring that it continues to meet the original design objectives. Plans and implements solutions to address quality control issues. Identifies shortfalls and recommends solutions for preventive action, measure progress, continuous improvement and success.
Working with manager in defining project scope, goals and deliverable; defining tasks and required resources; collecting and managing project team inputs, managing budget, and allocating project resources. Participates in technical working groups and ad hoc advisory committees.
Acting as the single authority on program/project planning and execution for program reviews, contract reviews, and briefings.
Ensuring milestones are met as well as identify deficiencies to make necessary adjustment in support of assigned program.
Qualifications
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing cost, schedule and performance of a complex contract.
Communicating with leadership orally, in writing and with presentation material
Providing program support and collaboration with stakeholders, and outside agencies.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/22/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
