THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY TECHNICIAN (TITLE 32), Position Description Number D1904000 and is part of the IL USPFO, National Guard.

Duties

As a SUPPLY TECHNICIAN (TITLE 32), GS-2005-5/6/7, you will ensure property accountability and provide installation supply assistance and instruction to units and activities within the state. Major Duties - This is NOT an all-inclusive list: Analyze possible redistribution of equipment through transfer, loan or assignment. Monitor and maintain tracking and accountability of all Rapid Fielding Initiatives within the state or unit of assignment. Perform extensive fact finding, investigating and recommend corrective action to resolve problems. Perform Quarterly Equipment on hand analysis by unit identification code (UIC) to improve equipment accountability to ensure all UIC units are validated on. Review and process external as well as internal loans/leases that may impact readiness or mission requirements. Review all commercial requests for property, Procurement Web (PR WEB), Delivery Orders for authorizations. Work with units assigned in dealing with distribution and redistribution of Equipment and Assets. Perform inventories, site visits and coordination with the state mobilization office to insure accountability and proper property books are established for deploying activities. Process electronic requests for TDA and MTOE changes through NGB to DA to achieve the actual Letter of Authorization (LOA). Review and request LOA for Discretionary items, Commercial non-Standard items, Common Table of Allowance (CTA) items, and non-Property Book Unit Supply Enhanced (PBUSE) system. Use redistribution programs and standard logistics STAMIS programs and guidance from NGB, DA and LOGSA to initiate actions for proper transfer and movement. Initiate and recommend unit visits for performance of reconciliations. Provide expertise, recommendations and training directly to Property Book Officers, Supply Personnel or Unit Personnel for property accountability procedures. Process PBUSE reject reports, performs S-Tops system administration, updates Standard Operating Procedures (SOP) internally and for UIC units, initiates Letters of Instruction to units and organizations, processes and manages Standard Study Number-Line Item Number Automated Management and Integrating System (SLAMIS) transactions. Process unit and activity requests for Department of Defense Activity Address Code (DODAAC). Prepares state, NGB, DA and DOD directed reports that deal with property accountability and visibility.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - May not exceed the rank of SGT. GENERAL EXPERIENCE: MUST possess the experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered and experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-07 Level - MUST possess specialized experience, which includes at least 1 year at the lower-level GS-06 experience, education, or training controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures; completing complex supply transactions; and/or providing supply operations support; experience coordinating with other organizations on complex and controversial supply issues. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.; knowledge on the entire inventory management supply system; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. GS-06 Level - MUST possess specialized experience, which includes at least 1 year at the lower-level GS-05 experience, education, or training which demonstrates knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment; experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts; experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management; experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. GS-05 Level - MUST possess the specialized experience, which includes at least 1 year at the lower-level GS-04 experience, education, or training which demonstrates knowledge of standardized supply regulations, policies, procedures, or other instructions relating to the specific functions assigned; experience that demonstrates knowledge of one or more automated supply databases to enter and retrieve recurring reports; experience using working knowledge of the structure of a supply organization and the organizations serviced. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

If you are using Education to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
