The duties and responsibilities of this supervisory position are carried out throughout the New Haven Connecticut Vet Center which is a community-based counseling centers that provide eligible Veterans, active duty service members, and their families with direct readjustment counseling, community outreach, and referral and care coordination with VA and community resources.

Duties

Duties of the Supervisory Marriage and Family Therapist (MFT) serving as either the New Haven Connecticut Vet Center Director and licensed professional with advance practical experience using evidence based family therapy model while demonstrating progressive professional competency and expertise include but are not limited to: Supervising a multidisciplinary staff composed of clinical and administrative team members, whose primary mission is to provide direct readjustment counseling to eligible individuals in the areas of suicide prevention, crisis intervention, short- and long-term treatment for symptoms associated with Post-Traumatic Stress Disorder, and readjustment issues; Planning, developing, implementing, coordinating, monitoring, and evaluating professional services rendered by subordinates; Setting guidelines and establishing intervention strategies/treatment priorities for individual, group, conjoint and families employing varying clinical and therapeutic modalities; Conducting Performance Based Interviews (PBI) and determining selection processes to ensure fair and equitable recruitment of qualified, high achieving, and well prepared applicants; Developing networks and working relationships external to the St. Louis Vet Center Director and the Department of Veteran Affairs with Veteran service organizations, community based agencies, and mental health organizations to enhance service delivery and develop referrals of Veteran clients to appropriate care; Serving as a consultant and subject matter expert to programs and resources external to the Vet Center on matters of readjustment needs of Veterans; Creating, implementing, and measuring market penetration of Vet Center services through a comprehensive outreach plan for the primary service area; Ensuring fiscal/budget management, in compliance with applicable RCS and VHA policies and procedures as an approving official for time & attendance reports, leases/contracts management, staff local travel, Government Purchase Card (GPC) purchases, etc.; and Screening/assessing of Veteran clients, treatment planning and goal setting, referral to service providers, development of a resource file, Veteran advocacy, crisis intervention, education/health promotion, coordination of non-institutional and institutional services, and individual/group counseling. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, (3) Hold a master's degree or doctoral degree in a comparable mental health degree(Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. Grade Determinations: GS-13 Experience and Education. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. MFT Program Manager must have five years of post- licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. MFT Program Manager must have an AAMFT Approved Supervisor credential. In addition to the experience above, candidates must demonstrate all of the following Knowledge, Skills, and Abilities (KSAs): Skill in assessing qualifications and abilities of current and prospective employees to include staff performance evaluation and may include evaluations of lower level assignments and support staff. Ability to facilitate professional development of other MFTs across programs/or locations (i.e. CBOC, outpatient clinics, etc.) and guide them in current practice guidelines. Ability to collaborate with leaders of other disciplines within facilities, the community, VISN, and VACO. Skill in managing and directing the work of others to accomplish program goals and objectives, reporting requirements and the ability to devise ways to adapt work operations to new and changing programs, staffing and budget requirements. This includes knowledge of VA policy and procedures as well as fair, principled and decisive leadership practices. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to clinically supervise in areas related to the provision of marital and family therapy services to accomplish organizational goals and objectives.
