This position is located at the VA Pacific Islands Health Care System (VAPIHCS), Honolulu, HI and is assigned to the Health Administration Service. This position will also serve to assist the VA Community Based Outpatient Clinics and is expected to work closely with all administrative staff and members of the health care team.

Duties

As a Lead Transportation Assistant (Office Automation), you will: Responsible for ensuring the Beneficiary Travel office staff provide transportation to beneficiaries and their attendants traveling to and from VA facilities and other VA authorized places for examination, treatment, or care. Plan, assign, review, accept/reject work complete by subordinates and able to provide initial training and remedial training when necessary. Oversees the transportation assistants performing all administrative office functions. This includes determining eligibility and processing requests. Contact approving officials to authorize obligations and requests for additions, deductions, and/or movement of funds. Makes necessary changes to all fund control points. Receives invoices for payment of transportation services. Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System (CPRS) to review medical records. Delegate authority necessary to accomplish assigned programs, and performs the full range of duties and responsibilities to effectively utilize the human resources allocated to beneficiary travel. Distributes workload equitably among staff, checks the status of completed work and makes necessary adjustments. Keeps the supervisory staff aware of any backlogs or unusual problems and routinely provides reports of work accomplishment and productivity to the Supervisor. Assist the Beneficiary Travel supervisor with correctly determining which of several fund control points to utilize, obligating funds, maintaining accounting records, performing regular reconciliations, and adjusting account balances. Determines methods of payment of authorized and unauthorized ambulance claims submitted for consideration. Work Schedule: Monday through Friday; 0700 to 1530 Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience using VA laws, directives, guidelines, policies and procedures pertaining to the VA Beneficiary Travel Program; Resolve complaints from employees, referring group grievances and more serious complaints to a higher-level supervisor or manager; Assign work to subordinates based on priorities, consideration of the difficulty and requirements of the assignments, and the capabilities of the employees; Identify developmental and training needs of the employees, and provide for and arrange the needed training; and Provide advice, counseling, or instruction to staff on work and administrative matters. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires no special physical demands, but will require some physical effort such as standing, walking, bending or sitting. Work will be performed in an office setting.
