About the Position: This position is located within the Behavioral Health, Substance Abuse department of Carl R. Darnall Army Medical Center, Fort Cavazos, Texas. The primary purpose of this position is to perform professional counseling and addiction medicine treatment in support of patients with an alcohol and substance abuse diagnosis.

Duties

Use a broad range of professional knowledge of advanced concepts, principles, procedures, and practices relevant to the substance abuse program and addiction medicine outpatient program to conduct comprehensive substance abuse treatment of patients. Conduct evaluations of Soldiers, family members, retirees, and eligible Federal civilian employees referred for consultation from the individual, family members, commanding officers, supervisors, agents of the courts, and medical personnel. Apply complex rehabilitation principles to conduct comprehensive substance use evaluations. Provide individual, group, and family psychotherapy. Make clinical assessments to inform treatment decision-making. Document case findings, diagnoses, and recommendations. Counsel patients on primary and secondary illnesses.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
  • Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • A pre-placement medical examination is required.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • A favorable Tier 1, National Agency Check with Inquiries (NACI) will be required for this position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Counseling Psychologist (Substance Abuse) at the GS-9 and above: Degree: Two full academic years of graduate study directly related to professional work in counseling psychology, or a master's degree directly related to counseling psychology. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience at the GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) assisting with clinical assessments of patients with Substance Use Disorders or comorbid conditions, 2) implementing behavioral health treatment plans, and 3) assisting with patient therapy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education at the GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Counseling Psychology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience at the GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Specialized Experience at the GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) performing professional counseling and addiction medicine treatment in support of patients with an alcohol and substance abuse diagnosis, 2) applying rehabilitation principles to conduct comprehensive substance use evaluations, and 3) providing professional counseling to substance abuse patients. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Licensure requirement for the GS-11 and GS-12: A current, active, valid, unrestricted Master's Level counseling/psychologist license from a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction is required. NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience.
