THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a AUDITOR, Position Description Number T5147P01 and T5144P01 and is part of the CO USPFO, National Guard.
Duties
GS-11: Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial reports and operational data used by local management. Performs a variety of internal review assignments of medium complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data. In direct coordination with responsible management officials, evaluates the validity of findings and recommendations identified by external audit agencies. Performs other duties as assigned.
GS-12: The purpose of the position is to perform audits on a variety of programs and to assess efficiency, effectiveness and compliance with program laws, regulations, and provisions. Audits projects without precedent or of such a nature as to require original assessment and considerable judgment to develop an audit plan and devise detailed fact-finding techniques. Conducts entrance conferences with management officials at the audit site. Accomplishes audit steps in concert with Comptroller General Standards and a variety of audit techniques (e.g., interviews, computer assisted, statistical analysis and questionnaires) in gathering, documenting and summarizing data. Performs audit follow-up on agreed-to findings, recommendations and monetary benefits made during the previous audit. Provides unscheduled, quick reaction troubleshooting capabilities to the command to prevent or correct serious, high-profile problems. Performs other duties as assigned.
Requirements
- Must obtain FM certification within 24 months of appointment.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must have a current completed/cleared drug test.
- For positions requiring the operation for motor vehicle, candidates must have a valid state driver's license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Must obtain and maintain the appropriate certification requirements and consistently maintain certification levels.
Qualifications
General Experience - All Series GS-0511 personnel must be certified at the next higher grade-level within 24 months of appointment if it is required at the next higher grade-level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.
GS-0511-11 Position
1. Must have at least 24 months of auditing experiences and competencies that provided knowledge of auditing principles and procedures.
2. Competency to perform financial audits that included financial statements and financial related audits.
3. Experience that demonstrates your abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
4. Skilled in collecting and analyzing data effectively, efficiently, and accurately.
5. Ability to comprehend and/or apply problem-solving and negotiating techniques.
6. Skilled in working with multiple software computer programs.
7. Skilled in writing and presenting analytical reports and formal briefings.
8. Skilled in applying procedures and directives by reading and interpreting program material.
GS-0511-12 Position
1. Must have at least 36 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent assessments, efficiency, organization, program, activity or function.
2. Competency to perform financial audits that included financial statements and financial related audits.
3. Experience that demonstrates your abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
4. Skilled in collecting and analyzing data effectively, efficiently, and accurately.
5. Ability to comprehend and/or apply problem-solving and negotiating techniques.
6. Skilled in working with multiple software computer programs.
7. Skilled in writing and presenting analytical reports and formal briefings.
8. Skilled in applying procedures and directives by reading and interpreting program material.
Education
Series GS-0511 Positive Education Requirements
1.
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.
NOTE: The term "accounting" means "accounting or auditing" in this Series. Similarly, "accountant" is interpreted as "accountant or auditor."

Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
- Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours, however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in Paragraph One, provided that:
- The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
- A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study described above in Paragraph One; and
- Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
