This position is located with the Bureau of Indian Affairs, Superintendent - Turtle Mountain Agency in Belcourt, North Dakota. This is a Bargaining Unit position, for more information see What are bargaining units? NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Manages, advises, monitors, counsel and provides case management services to clients to acquire the training skills or employment opportunities. Advises the Superintendent on planning, development, organizing, coordinating, direction, budget, finance, and overall oversight of the Job Placement and Training Program. Serves as technical advisor and provides technical expertise within the Bureau of Indian Affairs, Great Plains Region for 25 CFR Part 26 implementation. Responsible for administering, monitoring, and evaluating P.L. 93-638 Job Placement and Training contracts between the Bureau of Indian Affairs and the Turtle Mountain Band of Chippewa Indians. Provides technical expertise to other tribes within the Great Plains Region in administering their contracted programs.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, and Individual Occupational Requirement for GS-1715: Vocational Rehabilitation Series. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that cannot be waived. To qualify for the GS 1715 occupational series, applicant MUST possess the following (Your resume must reflect your response and or Transcript is required for education. BASIC REQUIREMENTS FOR ALL GRADES: DEGREE - Vocational Rehabilitation, Vocational or Educational Counseling, or other fields related to the position. OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program. Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disable, including familiarity with available resources and skill in identifying , evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic qualification requirements, applicants must have the following: GS-09: I meet the basic requirement and I have at least 1 full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention; providing vocational and technical education opportunities, employment development and placement to permit all eligible disadvantaged people to participate and compete both within a Community and the mainstream of society; working experience in providing training and employment case management, expertise, advice, and issues in determining appropriate and adequate training and placement for disadvantaged clientele; working experience in assisting clients in acquiring the training skills or employment opportunities to become self-sufficient. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. GS-07: I meet the basic requirement and I have at least 1 full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems; OR EDUCATION: 1 Full Year of graduate level education or Superior Academic Achievement. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
