This position is located in the Department of Congressional and Public Affairs (CPA), Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band 3B which is generally equal to GS-14.
Duties
Serves as the principal source of expertise and advice on matters related to the development and implementation of external events and affairs planning, programming and operations.
Provides oversight to multiple portfolios including the agency's Events Strategy, Speaker's Bureau, Stakeholder Engagement Strategy, Sponsorship Budget, and Diplomatic and External Affairs Plan, directing staff efforts to devise, implement and enhance external engagement programs and activities.
Provides strategic and operational leadership associated with the development, design and completion of short-and long-term outreach strategies for partnering on MCC corporate priorities.
Provides direction and coordination across organizational lines, as well as liaise with agencies across the U.S. government, but especially within the Foreign Assistance account.
Creates, maximizes and manages relationships with prospective partners and strengthens and manages existing relationships with external stakeholders and others whose goals intersect with MCC's. Addresses questions, concerns and issues related to external affairs with current and potential partners and stakeholders.
Advances MCC's brand in the NGO and external stakeholder community, by organizing meetings, roundtables, speaking opportunities and special events to further MCC's corporate priorities.
Oversees the development of policies related to external affairs programs and activities; evaluates programs, campaigns and projects and activities.
Analyzes external affairs programs, including successes and failures, to develop a means to improve existing procedures and processes.
Collaborates with the VP and DVP to develop CPA budgets and work plans. Carries out the full scope of the managerial authorities in the event of the DVP's absence, as assigned.
Performs administrative and human resource management functions relative to the staff supervised; ensures a continuing affirmative application of MCC policies concerning equal opportunity.
Performs other duties as assigned.
Requirements

Qualifications
To qualify for pay band 3B applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: preparing principals and Agency leaders to attend and speak at high-level events, conferences and other stakeholder events; serving as a technical advisor to senior officials on the development and implementation of external affairs programs and activities; creating and managing relationships with prospective partners and external stakeholders related to external affairs programs; representing the agency in discussions, meetings, conferences, and consultations with top-level officials, domestic and international stakeholders, industry representatives and other interested groups; and communicating orally and in writing to develop and present program policies and information to internal and external stakeholders.
