Duties

Analyzes weaknesses identified during INFOSEC program reviews, and higher headquarters assessments of systemic security problems in order to modify and apply recommended solutions. Manages a comprehensive program in the development, evaluation, and maintenance of security automated systems, policies, devices, procedures and methods used for safeguarding personnel, information, property, operations and materials. Implements policy and procedures regarding Anti-Terrorism and Force Protection program (AT/FP) requirements. Manages the AT/FP program requirements for DFAS – Limestone. Conducts formal classroom training in the area of Physical and Information Security as well as required security orientations, refresher training, and security briefings for DFAS employees. Maintains a control procedure for the receipt, storage, handling, and disposition of classified, unclassified and sensitive materials. Monitors and evaluates the status of Force Protection Programs in the areas of: Information Security (INFOSEC), Industrial Security (INDSEC) and Operations Security (OPSEC). Develops and maintains a site specific INFOSEC Plan. Monitors the site-wide mandatory review and creation of classified information. Responsible for the preparation of OPSEC programs, plans, surveys, reports, etc.

Qualifications

To be hired at the GS-7 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of a (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience For The GS-07 Is Defined As: Experience assisting in the development and implementation of security policies and procedures. Experience assisting in conducting a wide range of security inspections and surveys for facilities operations; or assisting in providing advice, assistance and knowledge of security operation under supervision. To be hired at the GS-9 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience For The GS-09 Is Defined As: Demonstrated experience in administering a wide range of security programs, policies, and procedures for facilities operations. Experienced in security disciplines, concepts, principles, and practices applicable to physical security, and information security programs. To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience For The GS-11 Is Defined As: Demonstrating a broad range of security concepts, principles, and practices in order to assess and resolve difficult security problems for an organization; utilizing technical expertise related to information or physical security to effectively implement, integrate, and administer applicable security programs in coordination with other specialized security programs. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. In accordance with Department of Defense (DoD) Manual 3305.13-M, "DoD Security Accreditation and Certification," this position has been identified as a Defense Security position (DSP). Individuals occupying positions designated as DSPs are required to meet certification requirements of the Security Professional Education Development (SPeD) program. As such, the individual selected for this position must obtain and/or maintain a Security Fundamentals Professional Certification (SFPC). Individuals who do not meet the applicable SPeD certification requirements must obtain it within two years after the first duty day in this position. Upon appointment to this position, the selectee must also sign a statement acknowledging the SFPC requirements, as a condition to occupy the position, and agree to permit the DoD to access and monitor the certification qualifications associated with this position. SUBSTITUTION OF EDUCATION FOR GS-07 SPECIALIZED EXPERIENCE:
  • One full year of graduate level education or a bachelor's degree with Superior Academic Achievement may be substituted to meet the specialized experience requirement. Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR GS-09 SPECIALIZED EXPERIENCE:
  • A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
