This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Hire Authority (DHA) for Domestic Defense Industrial Base Facilities and the Major to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Implement, maintain, modify, and integrate existing automation functions with new standard systems and software upgrades
Administer, analyze, troubleshoot and correct network/computer system problems.
Install, configure, and repair electronic communication systems, smart board technology and audio-visual equipment, security cameras, and electronic assemblies of gate entry control switches.
Maintain and troubleshoot network and application server hardware, operating system software, and peripheral network equipment.
Identify adverse network trends and recommends corrective action to improve operational efficiency along with performing maintenance on all systems as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- This position requires you possess and maintain a valid stateside driver's license.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Must be able to complete the appropriate training and obtain the required certification for this position (IAT, Level 3) as outline in DoD Publication 8570.01.M Information Assurance Workforce Improvement Program, dated 19 Dec 05.
- Incumbent is subject to call back outside of regular tour of duty to resolve computer system problems. On occasion, irregular tours of duty may be required.
Qualifications
About the Position: The Joint Munitions Command provides the Joint Force with ready, reliable, lethal munitions at the speed of war. JMC's mission is to support the production, storage, distribution, and demilitarization of munitions. This position serves as an IT Specialist (Systems Administration), located at the Camp Stanley Storage Activity, which is a subordinate installation of JMC. This position will manage active directory accounts, access rights to computer and equipment systems as well as network troubleshooting, implement security procedures and tools, manages system resources, and perform other administrative functions to provide optimal operation of the servers and associated equipment components.

Specialized Experience: One year of specialized experience which includes:
Experience that involves monitoring or updating Firewalls, Local Area Network (LAN) and Wireless Local Area Network (WLAN) telecommunication systems;
Interpret technical data to analyze and devise solutions to complex IT problems; and
Perform diagnostics, troubleshooting, or mitigation of network related issues using a multitude of tools/techniques.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

PHYSICAL DEMANDS:
The work is primarily sedentary. Work assignments involving the computer assistant duties may require light to moderate physical effort. Incumbent may carry or otherwise handle items weighing up to 60 pounds. Frequent standing, walking, bending, reaching, and/or stooping is often required.
WORK ENVIRONMENT:
Work is normally performed in a well-lighted, well-heated, well cooled, and well- ventilated environment where everyday risks (e.g., potential trips and falls) exist. There might be intermittent exposure to varied weather conditions when traveling to and from different organizational locations.
