This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Assists with vehicle maintenance and assists in changing tires, etc.
Operates gasoline- or diesel-powered road sweeper equipped with heavy rotary brooms.
Drives sweeper along streets and roads, following an established route, on a predetermined schedule.
Maintains appropriate speed and operation for effective operation of the sweeper.
Operates mechanical or hydraulic controls and levers to set and adjust angle and height of brushes, to activate the vacuum system in order to deposit debris in collection bin, and to dump accumulated sweepings when bin is full.
Drives truck with 4-ton capacity or over, which may have up to ten-wheel drive.
May occasionally drive other type and size vehicles for which qualified and licensed when required by the workload.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a valid motor vehicle operator license.
- Incumbent will be required to successfully pass a pre-employment physical and annual physical examinations, thereafter, as required by Federal and Office of Safety and Occupational Health Administration guides.
- This position is a designated drug testing position. The incumbent must comply with Drug Abuse Testing Program requirements in accordance with Army Regulation (AR) 600-85.
- This position is subject to rotating shifts, weekend and/or holiday work schedules.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- The employee must possess and maintain Class B Commercial Driver's License.
- This position is designated as essential during inclement weather.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Road Sweeper Operator ~ without more than normal supervision. Performing common Road Sweeper Operator tasks including operating a 10 ton truck and attached mounted vacuum sweeper clearing roads of trash and other debris and performing driver's maintenance on vehicles. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT- Heavy physical effort is required to lift sweeper brooms and other attachments. Employee will be required to frequently lift and carry items weighing up to 23 kilograms (50 pounds), and occasionally will lift and handle items weighing up to 46 kilograms (100 pounds) with assistance from other employees or lifting devices. Operator is constantly reaching, bending, turning, and moving hands, arms, feet and legs to handle different sets of controls to operate equipment and attachments. Considerable strain is caused by constant vibration of equipment and operation over rough surfaces.
WORKING CONDITIONS- Work is primarily performed outside where employee is exposed to all types of weather conditions. Exposed to dirt, dust, noise, vibration, and fumes from the equipment. May suffer cuts and bruises. Serious injury may result from getting caught in equipment or from collision with vehicular traffic on roads. Required to wear and use protective clothing and equipment in accordance with established health and safety regulations and installation SOPs.
