Duties
The duties, described below, represent the major duties performed at the GS-08 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
Serves as Work Leader by distributing and balancing the workload among employees in accordance with established work flow or job specialization.
Performs Quality Assurance reviews/audits to determine the accuracy of debt establishment and validation for all services and the effectiveness of the associated internal controls.
Identifies the areas and types of corrective/improvement action needed. Develops formal reports for submission to the branch chiefs.
The primary purpose of the position is to conduct thorough audits/reviews of debt establishment cases.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-07: Specialized experience is defined as: reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military payroll transactions; determining entitlements; examining and verifying all documents for propriety, completeness and accuracy; and running reports to monitor workload and providing technical support on standard procedures to coworkers.
GS-08: Specialized experience is defined as: applying knowledge of military pay rules, procedures and operations sufficient to process debt and claim cases which require audits, corrections, and adjustments based on military entitlements, sufficient to provide leadership, training and support to others responsible for this work, experience must include applying knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

GS-07 (1-grade interval) Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
