You will serve as a Realty Specialist in the Real Estate Product Line, of NAVFAC SOUTHWEST.

Duties

You will review and evaluate the utilization of lands and buildings by developing advertising, maintenance and insurance requirements where out-leasing or licensing promotes efficient management of real property. You will prepare plans for disposal of excess land, improvements, and leasehold interests. You will plan for acquisition by conducting reconnaissance for site selection, developing general requirements, and coordinating/controlling administrative actions preliminary to actual acquisition of the real property interest.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To be considered for the GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing real estate principles, practices, markets and values, and applying the techniques, principles and methods applicable to real estate activities; 2) Applying Federal laws, regulations, and policies governing real estate functions within the United States; 3) Applying contracting methods/procedures pertaining to the full scope of real estate transactions, and provide on the spot guidance in complex situations; 4) Performing realty transactions and conveyance and evaluating the effects of various methods of acquisition and disposal upon the uses and value of land. Education

Education may be substituted for the GS-11 specialized experience as follows:
  • You must have successfully completed a Ph.D. or equivalent doctoral degree.
OR
  • You must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR OR
  • You must have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
