This position is located in a State or Area office in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing selected loans and grants for rural facilities, utilities, and/or businesses.
This position may be eligible for incentives.
This is not a remote nor virtual position. The selectee will be require to report directly to the office located in Palmer, Alaska.
Duties
Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system.
Checks for compliance of regulatory requirements, financial position, soundness of collateral, and repayment ability.
Analyzes financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations and takes appropriate action for orderly
processing of the loan and/or grant.
Prepares written loan/grant recommendations and submits to supervisor for review.
Analyzes annual financial statements and reports on closed loans.
Reviews file for completeness and compliance with all prescribed regulations and practices before loan closing; prepares draft loan closing documents for review as appropriate.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; experience processing loans up to the point of final approval by a specialist with loan approval authority, maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience.
