As a Safety & Occupational Health Specialist, you will develop, maintain, coordinate, and evaluate comprehensive safety and occupational health programs.Location of position: Public Buildings Service, Facilities Management Division, in Kansas City, MO. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Develops, coordinates and administers the regional GSA OSH program to assist the Heartland Region in carrying out its duties under Section 19 of the Occupational Safety and Health Administration (OSHA) Act, EO 12196 and 29 CFR 1960. Provides technical assistance to the Branch to plan, direct, coordinate, review and evaluate safety, health and accident activities for GSA controlled buildings having a variety of occupancy types, and encompass a wide range of organizational echelons. Evaluates proposed policy and procedural changes and provides recommendations to the Branch Chief for final decision-making. Provides technical consultation to all services in the General Services Administration (GSA) concerning complex safety and occupational health problems. Develops safety and occupational health standards and operating guides not available from national engineering sources and coordinates these standards with recognized authorities. Develops safety training courses for various organizational groups. Develops and/or selects training materials, provides criteria, and selects technical personnel as may be required for instructors according to the subject or personally conducts the training. In support to the Contracting Officer, provides technical language needed for contract specifications for safety needs using consultant services, prepares solicitation documents, incorporating special provisions and revising the statement of work (SOW) when required; reviews and analyzes specifications to ensure adequacy prior to the CO releasing them for bid. Recommends revisions to specifications and develops and implements special clauses for unique procurements as required. Reviews accident reports submitted by components of GSA and coordinates these reports with the initiating office and the employee's supervisor to assure the completeness, accuracy, time lost, and to assure effective investigative and corrective (preventive) measures are taken. Conducts Branch statistical activity and is responsible for data collection and development of statistical analysis for accident and injury reports, inspections and/or surveys. Responsible for interpreting this statistical data and making appropriate program adjustments.

Qualifications
