This position is located in the Little Rock, Arkansas State Office of the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA). The incumbent will serve as a Public Affairs Specialist with responsibility for developing, coordinating, and carrying out a sound public information program to communicate agency policies, programs, services, and activities throughout the state.

Duties

Develops materials using a variety of media including newspapers and magazines, radio and television, exhibits, visual aids, newsletters and audiovisual presentations. Assists lead/state Public Affairs Specialist in planning and coordinating an effective public information program throughout the State. Assists with the development of public involvement campaigns by preparing information materials. Establishes and maintains effective professional relationships with local groups and with area representatives of media and conservation organizations concerned with agricultural and environmental issues. Organizes and coordinates print and broadcast media interviews with agency personnel. Maintains the imagery files and directory for the State. Writes, assembles, edits, and reviews stories and activities for inclusion in the State Newsletter. Assists with the coordination of employee recruitment events throughout the State.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience for the GS-07: you must possess at least one year of specialized experience equivalent to the GS-05 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing work assisting with advising management on the formulation and articulation of agency policy and designing, executing, and evaluating the information programs that communicate agency policies, programs, and actions to various audiences. Examples of specialized experience include: assisting with writing and editing news articles, feature stories, news releases, and selecting photographs to accompany releases which transmit information concerning the nature and purpose of an organization's programs or projects; assisting with composing reports, talking points, briefing packets and power point presentations for dissemination to the media or social media platforms; assisting with developing and implementing internal and external marketing, outreach programs, and public affairs plans to communicate programs and services, and; assisting with planning, designing and preparing visual information material related to a program; OR Superior Academic Achievement in a bachelor's degree curriculum directly related to the work of the position. To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a related discipline, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society; OR Substitution of education in lieu of specialized experience for the GS-07 level: one year(s) of progressively higher level graduate education with a major if the field of Public Affairs, Business Administration, Management, English, Journalism, Communications, Marketing, Public Relations, etc. or a course of study directly related to the position.; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS-9: you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing work advising management on the formulation and articulation of agency policy and designing, executing, and evaluating the information programs that communicate agency policies, programs, and actions to various audiences. Examples of specialized experience include: writing and editing news articles, feature stories, news releases, and selecting photographs to accompany releases which transmit information concerning the nature and purpose of an organization's programs or projects; composing reports, talking points, briefing packets and power point presentations for dissemination to the media or social media platforms; developing and implementing internal and external marketing, outreach programs, and public affairs plans to communicate programs and services, and; planning, designing and preparing visual information material related to a program; OR Substitution of education in lieu of specialized experience for the GS-09 level: two year(s) of progressively higher level graduate education leading to a Master's degree, or Master's equivalent graduate degree in Public Affairs, Business Administration, Management, English, Journalism, Communications, Marketing, Public Relations, etc. or a course of study directly related to the position; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS-11:To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through federal service, which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: Assist with coordinating and carrying out public affairs program requirements; experience in cooperative relations and communication techniques as it relates to fostering relationships and interests amongst all segments of the general public; planning, executing, and evaluating the effectiveness of information and communication strategies to ensure all organizational goals are met; identifying communication needs. Assist with developing information and/or policy formulation materials that inform the public as well as management of various agency activities (i.e., pertinent public affairs policies, programs, services, and activities); and advising management officials on potential public reactions to proposed programs and policies (i.e natural resources conservation programs). Substitution of education in lieu of specialized experience for the GS-11 level: Ph.D. or equivalent doctoral degree -OR- Three full years of progressively higher level graduate education leading to such a degree -OR- LL.M. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
