This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation Business Center (FPAC), Natural Resource Conservation Service (NRCS).
The purpose of this position is to support data collection efforts to include; data clean-up and organization as well as maintaining databases and systems.
Duties
Analyzes and evaluates operations and process for efficiency, effectiveness, and productivity on a quantitative or qualitative basis for program operations or human capital planning.
Develops intermediate dashboards and tools using business intelligence applications such as tableau and Power BI.
Assists with developing current and future strategies and initiatives designed to better integrate data analysis between resource and human capital planning.
Leads/chairs small internal working groups to identify issues and make recommendation to resolve complex organizational or data analysis matters.
Assists senior analysts with data analysis and visualization efforts.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-11
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:
Assisting with planning and conducting studies that use analytical and statistical methods and techniques to measure program effectiveness and productivity;
Supporting data collection efforts including data cleaning and organization as well maintaining databases and systems;
Working on special projects or teams that research and recommend changes to management.

Or
Education: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Must submit transcripts.)
Or
Combination: Must have a percentage of the education and experience as described above that totals 100% when combined. When combining education with experience, first determine total qualifying education as a percentage of the education required for the grade level; then determine experience as a percentage of the experience required for the grade level; finally add the two percentages. The total percentage must equal at least 100% to qualify an applicant for that grade level. (Note: Only education in excess of two years (36 semester hours) is qualifying when calculating education percentage). (You must submit transcripts.)
GS-12
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:
Conducting studies that use analytical and statistical methods and techniques to measure program effectiveness and productivity;
Developing new or modified work methods, organizational structures, management processes, guidelines and/or procedures to improve program operations;
Leading a team or special project that researches and recommends changes to management; and
Developing dashboards and tools using business intelligence applications such as tableau and Power BI.
Note: Education is not qualifying at the GS-12 grade level.
