The primary purpose of this position is: to support the Base Civil Engineer (BCE) Resources Flight's systems and initiatives. Serves as the Assistant Accountable Officer for Real Property Maintenance in the Base Operations and Support Services (BOS) contract. Functions include daily approval of work orders, purchasing system reviews, tracking and approval of funding.
Duties
Analyzes the effectiveness and efficiency of BCE Resources Flight systems and initiatives.
Serves as the Assistant Accountable Officer for Real Property Maintenance (RPM) in the BOS Service Provider (SP) contract.
Performs first-level review of BOS Real Property Reimbursable Work Order Requests.
Manages the Work Order Review Meeting (WORM) Program.
Manages all Civil Engineering computer assets.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: experience of commonly applied mechanical, electrical, and civil engineering principles, concepts, and methodologies as they relate to real property maintenance. Knowledge of multi-faceted areas within real property maintenance. Practical knowledge of contract surveillance and quality assurance principles and practices sufficient to apply techniques to difficult but well-precedent projects. Skill in written communication to prepare reports and
present findings or recommendations.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of civil engineer practices, methods and techniques. Knowledge and understanding of real property maintenance and associated equipment to effectively evaluate the quality of service, identify discrepancies, determine the source and cause of problems, and recommend changes in operational methods, equipment, and procedures.
2. Knowledge of commonly used budgetary methods, accounting and finance practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, ad installation guides which apply to assigned budget accounts to perform administrative tasks and identify those reprogramming actions which require prior approval to officials at higher echelons.
3. Knowledge of sources of factual information about the Base Operating Support program and finances, such that can be applies to reports and analytical interpretation to forecast annual revenues and expenses of assigned funds.
4. Knowledge of computer hardware and software systems and their interfaces, data content and output options for a variety of administrative and technical program applications that are processed on any of several multi-program operating systems, DoD and Air Force automated data processing and networking standards, policies and techniques.
5. Knowledge of facility environment and infrastructure to support computer systems. Ability to use and maintain a computer system, equipment and software; analyze computer network, software, and hardware problems and develop effective and economical solutions and train users on new computer systems.
6. Ability to communicate effectively, both orally and in writing, to write and prepare reports and present findings and recommendations, plan and organize work and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
