You will serve as a Plans and Policy Specialist In the Training Command (TRNGCMD) of TRAINING AND EDUCATION COMMAND.
Duties
You will serve as the principle advisor to the Plans and Policies Officer for all functions related to Plans and Policy section.
You will serve as the principle source of continuity for matters involving the research, analysis, and compilation of information gathered to influence and develop policies governing Security Cooperation.
You will coordinate activities and supervise the personnel within the Plans and Policy section to ensure unity of effort to plan, create, and manage the development of Security Cooperation Engagement Plans.
You will review Joint and Service doctrine and policy and provide input to service and joint level doctrine relating to Security Cooperation.
You will coordinate with Regional Coordination, Liaison, Assessment and Training (CLAT) Section Head to support tasks related to initial phase of Foreign Security Force-Capability Based Assessments (FSF-CBA).
You will draft research reports on FSF-CBA prior to commencement of partner nation FSF-CBA.
You will coordinate with CLAT Section Head to support tasks related to development of partner nation assessment report and Security Cooperation Engagement Plan (SCEP).
You will analyze research phase information, previous assessment reports, relevant capability gaps, and feedback from Regional MARFOR in identifying deficiencies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4G3 Expert Proficiency Level.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Advising senior leaders on Security Cooperation operational mission utilizing demonstrated expert knowledge of Joint military doctrine, capabilities, and planning processes; 2) Developing and applying new approaches to complex issues that have significant impact on the future of Security Cooperation operations utilizing demonstrated knowledge of military liaison principles, methods, practices, and techniques; 3) Directing pre-deployment training program development, partner nation capability assessment, and Security Cooperation Engagement Plan development utilizing demonstrated experience with military Security Cooperation activities with foreign partner nations; 4) Organizing, preparing, and presenting briefings and instruction courses to senior military officers and civilians; and 5) Liaising with internal and external partners to foster information exchange, conduct research, and coordinate staff participation in assessment and engagement plan activities.
