The following are the duties of this position at the full working level.
Independently conducts, leads, or participates in studies, analyses or projects addressing complex problems requiring considerable ingenuity and creativity to determine the approach and identify the relevant factors for analysis. Ability to extract insights from data to improve business results and achieve business objectives. Formulates solutions which solve multifaceted challenges that have effects beyond the program, across the IRS increasing efficiency and effectiveness.
Serves as project leader by in identifying, distributing and balancing workload and tasks among project team in accordance with objectives, skill level and/or occupational specialization; making adjustments to accomplish the study/project in accordance with priorities to ensure timely accomplishment of assigned tasks; and ensures that each team member has an integral role in developing the final product. Monitors and reports on the status and progress of studies and/or projects.
Responsibility for conducting the studies, analyses, or projects includes formulating the overall concepts and methodologies, using research techniques, determining the types of data to be collected, and analyzing data from a variety of sources.
Selects or designs the appropriate methodology, tool, application, or data integration technique appropriate to solving analytical problems using multiple data sources or to improve and/or enhance an existing program or cross-IRS initiative.
Collates, cleans, transforms, analyzes, and integrates structured and unstructured data from various sources in preparation for analysis.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the grade 13 level in the Federal service. Specialized experience for this position includes: experience leading major project initiatives that required a wide range of evaluative and analytical methods and techniques. Experience with a wide range of laws, policies, regulations, and precedents to prepare recommendations affecting program execution, evaluate new or modified legislation for potential impact upon agency operations and adapt basic legislation into program goals. Oral and written communication techniques to present findings, negotiate solutions to disputed recommendations, prepare directives, policy statements, legislative proposals, and other written guidelines to introduce new initiatives and recommendations. Experience with data systems (for example, Compliance Data Warehouse, Datamart, IPM, BMF, IMF), and data flows for data to be extracted, transformed, and loaded. Experience with programming. Experience using data for analysis and developing solutions or applications that can be used for evaluating and administering projects, solutions, and processes. Experience with software programs or tools such as Access, SQL Server database, SQL Management Studio; Microsoft InfoPath to develop customized forms for use with SharePoint, and SharePoint Designer to create customized tools, forms, and reports. Experience administering SharePoint sites and permissions, SharePoint out-of-the-box capabilities and techniques (i.e., Business Connectivity Services; Excel Services; InfoPath; SharePoint views, lists, libraries) for designing, developing, and implementing solutions to improve programs and processes.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
