Duties
Responsible to implement and manage a comprehensive security program for the USAMEDDAC HSA and to coordinate the objectives and plans of the HSA and each of it respective installation programs.
Interpret new policy issuances for application to the security program across all venues at all four clinic locations in the USAMEDDAC HSA.
Ensure the medical security program interfaces with other related operational or security functions on the HSA installations
Plan and implements protective methods and security procedures that are not a hindrance to the productivity of the hospital and/or to the accessibility of assigned personnel and others.
Develop and maintains the Physical Security Program for the USAMEDDAC HSA to ensure protection of government property and employees during normal or emergency operations under maximum security conditions.
Review construction projects within the USAMEDDAC HSA to determine physical security measures to be incorporated into new or renovated construction projects.
Analyze contract proposals for construction and modification to buildings to ensure adequate physical security measures are included in plans and specifications.
Conduct physical security inspections of security systems to determine if the systems are providing adequate protection.
Serves as the Supervisor of Security Force for Keller Army Community Hospital. Supervises two (2) GS-0086-06 Security Assistance and three (3) Security Guard GS-0085-06 personnel.
Designated as the program manager for the Environment of Care security management plan and implementation policies. Responsible for developing, implementing and monitoring the security management plan IAW Joint Commission standards.
Implement the policies and procedures for the Personnel Security Program, ensuring that the program meets all legal and mandatory regulatory requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Tier 3: This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required
- Position is categorized as NON- Critical Sensitive requiring incumbent to obtain and maintain a Secret Security Clearance.
- Accomplishment of duties involves travel for approximately 10% of the time.
- Must possess and maintain a valid driver’s license.
- Must be able to obtain and maintain a government driver’s license.
- Incumbent is required to utilize designated mode of transportation, generally government vehicle or privately owned vehicle, in traveling from one place to another.
- Incumbent may be required to work irregular schedules, including weekends, nights and holidays.

Qualifications
This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Specialized Experience: One year of specialized experience which includes overseeing and conducting a multi-discipline security program, which include physical, information and operations security (OPSEC), asset protection, emergency preparedness, antiterrorism and force protection. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
