This position is responsible for completed inventory management of stocked and special order items which are procured with Prosthetic and Sensory Aids Service {PSAS) funds and provided to the veteran population at the Hampton VA Medical Center {VAMC) and its affiliates. Provides data and inventory management for services within the VAMC approved for storage of items procured from Prosthetic funding.

Duties

Serves as Inventory Management Specialist with full responsibility for managing, coordinating, controlling and purchasing a variety of supplies and equipment required to support assigned services. Performs a variety of duties including inventory management and control, purchasing/reconciliation. Independently plans, manages and controls all inventory transactions and purchase decisions which determine the quality and dollar value of the inventory required to support assigned satellite inventory locations. Performs constant, strict surveillance for managed line items to ensure prosthetic/ orthotic supplies are available for use when needed. Establishes stock levels, revises reorder frequencies, and forecasts future requirements, as necessary to provide continuous support to assigned satellite inventory locations. Plans and initiates requisitions to ensure commitments are within authorized funds and deliveries are phased to correspond to usage requirements. Items stocked tend to be unpredictable in demand and technical in nature due to the special requirements needed to provide for patients at this medical center. Must consider the technical requirements to ascertain interchangeability of items or acceptability of substitutions due to cost constraints or availability factors. Recognizes the necessity for high priority action when stock levels are too low or when unsatisfactory quality exists. Serves as the central point of contact and exchange of information for personnel engaged in supply, production, maintenance and users relative to material support problems affecting assigned programs. Reviews all delinquent orders, review all outdated stock, and all other pertinent National Prosthetics Patient Database (NPPD) reports regarding inventory and take appropriate action as necessary, such as: coordinating with alternative suppliers to acquire supplies to prevent the interruption of patient care. Responsible for the review and control of the Prosthetic Inventory Program {PIP) software and the appropriate reports as they relate to the addition, deletion and recording of Stock Issues. Responsible for maintaining the Bar Code Label System for Prosthetics, which includes updating pertinent data to remain compliant with all National Contracts. Also responsible for coordinating efforts of the entire Prosthetic team for efficiency and adequacy of stock issues. Delegated authority to review and sign as the accountable officer for all supply requests, and to determine adequate justification, propriety of need, availability, locality of purchase and method of procurement. Executes proper inventory adjustments, utilizing proper excess procedures. Handles stock returns for credit and makes cataloging decisions for inventory items. Reviews all assigned line items to ensure that stocking criteria is met and takes corrective measures as necessary. Maintains all due-in records and double checks receipt documents for accuracy. Reviews and analyzes delinquent delivery reports, back order reports, outdated inventory reports, inventory balance reports and inactive reports, and initiates corrective action or recommends necessary changes to improve overall inventory management functions. Maintains an acceptable inventory turn over rate. Serves as the purchasing agent for all line items managed and uses the Prosthetic Purchasing Package, Prosthetic Inventory Package, Generic Inventory Package, and any available Inventory Management Program to ensure efficiency and accountability with use of a government purchase card for processing orders. Issued purchase authority to consummate procurement. Implements ADP support programs for daily operations such as automated procurement cycle and inventory management. Compiles and inputs information provided by user services into database to maintain a complete and accurate procurement accounting. Reviews and modifies information prior to inputting to ensure conformance to naming standards, etc. Serves as resource person, working with other DVAMC's on ADP programs for Prosthetic Inventory Management. Makes recommendations for enhancements to ADP programs. Assists in special projects and/or reports as may be required by management. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a variety of items and durable medical equipment; forecasting short and long range inventory needs; analyzing inventory management reports and the effectiveness of various options proposed to provide supply support; utilizing automated inventory management systems to maintain current inventory data; researching and analyzing information to resolve questions and issues, and implementing federal and agency programs for the return and re-utilization of medical supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (Note: You must attach a copy of your transcripts.) OR, Combination: Applicants may also combine education and experience to qualify at this level. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is normally accomplished in an office setting, however, due to the nature of the work incumbent may be called upon to assist in the receipt, storage and distribution of supplies primarily consisting of lifting and carrying items weighing up to 50 lbs. Working Conditions: Work is performed in an office environment with occasional visits to other areas of the Medical Center and Satellite Locations to resolve problems and to attend meetings and training. At times, office may be physically located in one of the larger storerooms located within the service.
