Duties

This position serves as Resource Program Manager at Tallgrass Prairie National Preserve in Strong City, KS. The purpose of this position is to serve as an advisor to the Superintendent on the management of the park's natural and cultural resources and to engage in the study, inventory, monitoring, planning, and management of a broad range of resources. The incumbent will supervise a small staff of approximately two-five employees. Professional fields of study and expertise, pertinent to the park's resources and themes, include, but are not limited to, biology, the physical sciences, and archeology. Other relevant fields include historic preservation, historical and landscape architecture, cultural anthropology, museum management, ecology, range management, fire management, botany, wildlife management, GIS, planning, and hydrology. The major duties of the Resource Program Manager position include, but are not limited to the following: Cultural and Natural Resource Program Management. Directs and oversees planning and execution of the park's natural and cultural resource programs. Determines the extent to which program goals and objectives are being met and recommends program changes as needed. Oversees program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals. Administer and track project funds and prepare accomplishment reports, as needed. Maintain awareness of applicable funding sources within NPS and outside. Environmental and Historic Compliance Review. Coordinates compliance actions required by the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and the National Historic Preservation Act (NHPA), among others. Advises the Superintendent and other park managers about federal and state laws, regulations, and policies related to natural and cultural resource management. Serve as park administrator for the Planning, Environment & Public Comment (PEPC) system. Strategic Partnerships. Builds and maintains positive, effective working relationships with counterparts in public, private, and non-profit organizations in three states. Leverages stakeholder resources and interests to advance park natural and cultural resource objectives. Develops collaborative working relationships with park partners and traditionally associated groups, especially Indian Tribes. Scopes and negotiates agreements with stakeholders related to natural and cultural resource stewardship. Serves as an Agreement's Technical Representative. Scientific Integrity. Ensures scientific activities in the park meet agency Scientific Integrity standards. Oversees the development, design, testing, and implementation of scientific protocols as needed to support natural and cultural resource management objectives and decision-making. Applies scientific data to park resource programs and oversees the transfer of scientific knowledge to peers and the public to encourage widespread understanding and support for park resource management actions. Prepares management and scientific reports regarding the results of protection, mitigation, reintroduction, inventory, monitoring, and research activities. Data Management. Incorporate appropriate GIS technology into job to provide comprehensive and scientifically sound answers to inquiries from managers and others. Use automated methods of data collection, analysis, or illustration. Inputs data into digital form and uses computer applications for data analysis, manipulation, and presentation. Manage a variety of NPS databases related to research permits, museum collections, project proposals, pesticide use, and others. AREA: Tallgrass Prairie National Preserve is located in the Flint Hills of Chase County, just north of Strong City, Kansas. Administrative offices are located adjacent to the Preserve Visitor Center, about two miles north of Strong City, Kansas. Chase County is rural and lightly populated. Major groceries, medical and dental services are located in Emporia, Kansas (20 miles distant). Public schools are located in Cottonwood Falls and Strong City; a state university is located in Emporia. Climate is considered moderate, with average precipitation of over 30", summer high temperatures 80-100° F, winter low temperatures 10-20° F. NO PARK HOUSING IS AVAILABLE; rentals and houses for sale are limited in Chase County but plentiful in Emporia.

All qualifications must be met by the closing date of this announcement-09/04/2024-unless otherwise stated in this vacancy announcement. Basic Requirement for Archeology GS-0193 Series: EDUCATION: possess a degree that included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. NOTE: Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently like the requirements in A.1 (including archeological field school). OR COMBINATION: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education OR EXPERIENCE: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. Basic Requirement: General Natural Resources Management and Biological Sciences Series 0401 EDUCATION: possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR COMBINATION: possess a combination of education and experience. The education includes courses equivalent to what is listed in A above plus appropriate experience or education. Basic Requirement: General Physical Sciences Series 1301 EDUCATION: Possess a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR COMBINATION: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. MINIMUM QUALIFICATIONS: In addition to meeting at least one of the basic requirements listed above, all applicants must also meet the minimum qualifications for the position. Those are as follows: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes duties such as planning, conducting, and overseeing field and background investigations relating to archeological, biological, or physical science resources including performing field inspections, and research and assessments related to archeological resources. Examples of qualifying experience include, but are not limited to the following: Designing and leading studies or analyses; Natural Resource, Cultural Resource or Physical Science program management, including identifying issues, gathering and analyzing data, consultation, decision making, directing subordinate staff, communicating with stakeholders, seeking and managing public input, and implementing management actions; collaborating with universities, other federal agencies, and/or non-governmental organizations on research; applying research outcomes and best practices to effect resource management actions; establishing and carrying out management priorities; executing executive leadership or programmatic initiatives; recruiting, hiring, motivating, and evaluating staff; and representing a federal agency in public meetings. You must include hours per week worked. OR EDUCATION: Have 3 years of progressively higher-level graduate education leading to a PhD degree or equivalent doctoral degree in biology, natural resource management or archeology. OR COMBINATION: An equivalent combination of such education and experience. For example, I have six months of the specialized experience equivalent to GS-09 (50 percent of the experience requirement for GS-11) and 45 semester hours or 68 quarter hours of appropriate directly related graduate education (50 percent of the education requirement).
