This position is located in the Office of Operations, Security, and Preparedness (OSP), Office of the Chief of Police (OCOP), Law Enforcement Training Center (LETC), Finance Division located in North Little Rock, Arkansas. The Financial Management Specialist serves under the supervision of the Finance Division Chief, Chief Financial Officer/Supervisory Financial Management Specialist and is responsible for the financial program and policy actions for the LETC.
Duties
Provides financial support in the execution of long-range (three-to-five-year) detailed financial plans for interrelated complex substantive programs with widely varying needs, goals, objectives, work practices and timetables.
Prepares annual budget formulation documents in final form and ensures that all reconciliations are made as to workload data, accuracy, distribution of programs, etc.
Uses automation, computers, information technology and multiple applications to collect, process and analyze data; initiate and track financial and non-financial data; obtain up-to-date information; generate reports, create, and report information.
Prepares audit reports covering all aspects of the audit of basic financial programs including the purpose, background and detailed findings and recommendations.
Collects, analyzes, and submits for collections monthly services and trainings rendered by LETC. Ensures all items are invoiced and charged to the correct standard obligation for each Police station.
Provides procurement support throughout the procurement cycle by filing contracts, processing amendments, modifications and monitoring the status of deliveries.
Responsible for submitting, managing, and coordinating agreement actions in United States Department of the Treasury System G-Invoicing for establishment, tracking and financial purposes.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 grade . For a GS-12 position you must have served 52 weeks at the GS-11 grade. The GS-12 grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience and/or education as the level as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with contract review and management while utilizing the Federal Acquisition Regulation and Budget Tracking Tool.

Physical Requirements: The work is principally sedentary. Some work may require walking in factories, warehouses, supply dumps and similar areas to check on inventories and the existence of, or nature of, equipment and property. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items or drive a motor vehicle. No special physical effort or ability is required to do the work.
