The primary purpose of this position is to exercise first level supervisory and managerial authority over the Airman and Family Readiness Flight assigned to the Force Support Squadron. Serve as consultant to commanders and installation level leadership on matters related to personal and family readiness.

Duties

Plans, organizes, and oversees the activities of the Airman and Family Readiness Flight. Develops goals and objectives that integrate organization and Airman and Family Readiness Flight objectives to build and enhance installation unit and family readiness through center-based, unit-based and community outreach delivery. Exercises supervisory personnel management responsibilities. Supervises professional staff of work/life service providers, military members, technicians, and volunteers. Assigns work to individual positions to ensure full coverage of all work/life services and activities provided by the Airman and Family Readiness Center and to provide development and cross training. Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided. Establishes, defines, and implements requirements for Airman and Family Readiness programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.

  • This is a centrally managed position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a Mission Essential (ME) psn. performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and throughout full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.
  • If you are selected for a temporary or term position in the competitive service, your appointment may be extended to the maximum period allowed by law without further competition.
  • A 1-year supervisory probationary period is required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, GS-0101. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successfully completed a graduate level degree in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes concepts, principles, theories, and practices relating to social or behavioral science; financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques; organizing and utilizing community resources. Note: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of concepts, principles, theories, and practices relating to social or behavioral science. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
