This position is located in the Gateway National Recreation Area, Resource Stewardship Division, Staten Island, NY. Note: this position is limited to current NPS employees with competitive status within the local commuting area.

Duties

Assists with enforcement and implementation of the Archaeological Resources Protection Act (ARPA), Native American Graves Protection and Reparation Act (NAGPRA), and the National Historic Preservation Act (NHPA). Evaluates proposals, undertakings, and other projects to determine cultural resource impacts to historic structures, cultural landscapes, archaeological sites, and ethnographic resources. Prepares written documents, including Section 106 NHPA and tribal consultation letters. Uses a database, such as the NPS Planning, Environment, and Public Comment (PEPC) to document cultural resource concerns. Coordinates archeological site monitoring within the park, develops and implements archeological resource monitoring strategies, and contributes to the development of resource protection strategies. Prepares and manages contracts for cultural resource compliance-related surveys, inventories, and analysis, assuring that final products meet regulatory standards.

All qualifications must be met by the closing date of this announcement-08/28/2024-unless otherwise stated in this vacancy announcement. Minimum Qualifications Specialized Experience Qualifying experience for GS-11 includes one year (52 weeks) of specialized experience equivalent to the GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience: identifying, evaluating, and monitoring cultural resources; conducting archeological research; gathering and providing archeological data and reports to park managers and other stakeholders; performing monitoring, protection, and stabilization, of archeological sites and structures; and developing and maintaining working relationships with related stakeholders, including Tribal partners. OR Education Substitution: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if directly related to the work of the position. OR Combination: Combination of specialized experience and related Ph.D. level education as described above. In addition to the minimum qualifications above all applicants must also meet the Basic Education Requirements described in the education section. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirements
A.
Education
1. Degree that included 3 semester hours each in the following course areas:
  • History of archeology.
  • Archeology of a major geographical area such as North America or Africa.
  • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
  • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
  • Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
and
  • Six semester hours of related course work in:
    • geography, geology, or cultural geography;
    • history, historiography, or historical archeology;
    • environmental studies;
    • scientific writing (nonfiction English composition); and/or
    • surveying;
and
  • Archeological field school.
2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).

B. Combination of Education and Experience
College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

OR
C. Experience
Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
