The Deputy Assistant Secretary for Regional, Global, and Functional Affairs (RGF) position is located in the Bureau of Legislative Affairs (H), within the U.S. Department of State. The Bureau coordinates legislative activity for the Department of State (DOS), advises the Secretary and other Department Principals on legislative strategy, and facilitates effective communications between DOS officials and members of Congress and their staffs. Duties
Serving as an official representative for the Department to the Congress, the Deputy Assistant Secretary (H/RGF) provides leadership, management, and policy direction to a staff of Congressional Advisors, both directly and through subordinate Staff Directors, involved in the development of major aspects of the management of the Department's legislative program. Additional responsibilities of the position include but are not limited to the following:

Qualifications
Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions). Applicants must also submit separate narrative statements covering each of the Mandatory Technical Qualifications (listed below) in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position. Your narrative responses to each of the MTQs and the ECQs should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives. Your narratives are limited to two (2) pages per each MTQ and ECQ.

Your experience should explicitly demonstrate the following:
MTQ1 - Demonstrated expertise in developing, executing, and directing congressional engagement strategies, to include building relationships with personal and committee staff and coordinating legislative strategies involving multiple stakeholders and the activities of large public or private organizations.
MTQ2 - Demonstrated experience preparing senior officials for congressional testimony; briefing members and staff on policy matters for the Department; advocating for the President’s annual budget and supplemental budget requests, including foreign assistance; drafting required congressional notifications for operating and foreign assistance funds and advocating for release of those funds subject to notification requirements; and drafting required congressional reports.
