This position is located at the New Sunrise Regional Treatment Center, Acomita, New Mexico. The primary purpose of this position is to attain and maintain the highest level of quality care at the New Sunrise Regional Treatment Center. The incumbent is responsible for oversight of the Quality Management and Safety Systems and maintaining accreditation with Center of Medicare/Medicaid Services (CMS) through the Commission on Accreditation of Rehabilitation Facilities (CARF).

Duties

Plans, directs and coordinates the quality and compliance management program. Functions as the NSRTC Risk Management Officer, Safety Officer and Infection Control Officer. Plans, organizes and coordinates service unit activities of the Quality Management System to ensure compliance with regulatory requirements. Works in collaboration with the Quality Assessment Performance Improvement (QAPI) teams including Clinical Staff QAPI Committee, Risk Management, Infection Control, Discharge Planning, Utilization Review, Case Management and QAPI Committee with Quality, Clinical and Nursing staff and non-clinical staff covering the physical environment, support services, and Resident satisfaction. Attends and serves as consultant to the Clinical Staff QAPI committee. Responsible for guiding, building and leading Clinical Quality and Performance Improvement in meeting IHS mission. Develops and implements the Safety Management Program and develops plans, coordinates activities, and evaluates and assists in achieving compliance with the current Accreditation Environment of Care (EOC) standards. Performs surveillance of infections and diseases, contact investigations and containment of infectious disease outbreaks, infection prevention activities, including immunization administration and tracking for staff, education related to infection control practices, collection and analysis of data to reduce risk and improve health outcomes. Serves as first line supervisor and provides supervision and guidance to staff.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENTS General Health Science Series 0601 (opm.gov) Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Planning, directing, and coordinating the quality and compliance management program consisting of quality, compliance, patient care, risk management, safety, infection controls and accreditation; developing, reviewing, revising guidelines and policies on safety management. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
