Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Pacific Outer Continental Shelf (POCS) Region in the Office of Production and Development (OPD) Resource Development Section (RDS) in Camarillo, CA. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1. Works with RDS Supervisor and RDS staff to develop, review, and recommend standardized technical definitions for consistent application of data management. 2. Collect and correlate geophysical, geological, and petroleum engineering data for reservoir analysis. 3. Provide engineering analysis of drilling, workover equipment, and operations on the Outer Continental Shelf (OCS) and prepare detailed engineering reports. 4. Provide technical review of wind energy reports. Assist in the development of Terms & Conditions for construction and operation plans for renewable energy leases. 5. Provide technical expertise in development of wind energy regional policies. 6. Enforces and promotes compliance with safety and environmental requirements for operations or issues such as drilling, workover/completion, facilities operations problems, or issues that regularly involve safety and environmental problems. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. Travel: You may be expected to travel for site visits, meetings, training, and conferences. Field visits to onshore production facilities or offshore installations are necessary. Physical Requirements/Medical Requirements: The demanding physical conditions require the employee be in good physical condition and be able to successfully meet the requirements of the Medical Physical Standards for BSEE. Work requires successful completion of water survival training and the ability to transfer from boat to structures via rope and personnel basket etc. Work Environment: Work is typically performed in an office environment with frequent field visits to onshore production facilities or offshore installations. During field visits some exposure to heavy equipment, chemicals and other potentially hazardous situations may occur. The employee is required to wear hard hats, safety glasses, as part of the required personal protective equipment and take other safety precautions to mitigate any dangerous exposure. The incumbent complies with safety instructions and regulations. Travel to and from offshore locations is by motor vehicle, helicopter, and boat. The employee may have to spend some nights offshore and work weekends. Salary Range Information: GS-07: ($57,007 - $74,110) per annum. GS-09: ($69,729 - $90,647) per annum. GS-11: ($84,366 - $109,673) per annum. GS-12: ($101,121 - $131,452) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EEPP-24-JB-271(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience AND/OR Education for the series/grade to which you are applying. General Engineering Series, 0801: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure 2. Written Test 3. Specified academic courses 4. Specialized Experience or B. Education (directly related) or C. Combination of Education and Experience to qualify for the grade to which you are applying. GS-07 A. GS-7 Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Working knowledge of conventional or renewable energy production; AND 2. Maintaining and updating data and spreadsheets. MUST MEET ALL -OR- B. Education: You may substitute education (education that is directly related) for experience at the GS-07 level if you have achieved: - One year of progressively higher-level graduate level education. - Superior Academic Achievement at the baccalaureate level in an engineering program (For more information: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=e4f ) - Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering. -OR- C. Qualifying combination of Education and Experience: Appropriate Combinations of Graduate Education and Professional Experience that totals 100% of the requirement for the GS-7 grade level. - A combination of graduate level education and specialized experience that totals 100% of the requirement for the GS-07. -OR- - Applicants with an engineering Bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months. GS-09 A. GS-09 Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing engineering analysis in regards to energy production; AND 2. Analyzing data in order to develop reports. MUST MEET ALL -OR- B. Education: You may substitute education (education that is directly related) for experience at the GS-09 level if you have achieved: - 2 years of progressively higher-level graduate education leading to a master's degree, or - Master's or Equivalent graduate degree. -OR- C. Qualifying combination of Education and Experience: A combination of successfully completed graduate education and specialized experience equivalent to the GS-7 level that totals 100% of the requirement for this grade level. -OR- A combination of Superior Academic Achievement and 1 year of appropriate professional experience that is related to the position. GS-11 A. GS-11 Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing engineering analysis in regards to energy production. 2. Analyzing data in order to develop reports; AND 3. Reviewing data and information in order to maintain compliance. MUST MEET ALL -OR- B. Education: You may substitute graduate education for experience if you have achieved: - 3 years of progressively higher-level graduate education leading to a Ph.D. degree or - Ph.D. or equivalent doctoral degree. -OR- C. Qualifying combination of Education and Experience: A combination of successfully completed graduate education (only successfully completed education beyond the second year (or 36 semester hours) is creditable towards meeting this requirement) and specialized experience equivalent to the GS-9 level that is related to the position and total 100% of the requirement for this grade level. GS-12 A. GS-12 Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing engineering analysis in regards to energy production. 2. Analyzing data in order to develop reports related to offshore energy; AND 3. Enforcing and promoting regulatory compliance with safety and environmental requirements for related to offshore energy operations. MUST MEET ALL Note: Education may not be substituted for experience at the GS-12 grade level.
