The incumbent serves as the supervisor of the Administrative Section of the Support Services Division at the VA Regional Office. The primary purpose of the work is to manage and supervise the operations of the Support Services Division Administrative functions, e.g. Records Management, Property Management, Supply, Procurement, Fleet Management, etc.

Duties

Major Duties: This position is located in a Department of Veterans Affairs, Regional Office (VARO). The incumbent serves as the supervisor of the Administrative Section of the Support Services Division. The primary purpose of this position is to manage and supervise the operations of the Support Services Division Administrative functions, e.g. property management, supply, procurement, fleet management, etc. Duties include, but are not limited to: 1. Administers a administration programs that includes records management, property management, supply, procurement, and vehicle fleet management. 2. Serves as a subject matter expert on all aspects of administrative activities. 3. Provides management and operating officials advice and assistance on all administrative matters. 4. With division and station management, assists in the development and execution of the station's annual GOE and Minor Construction budget. 5. Develops and implements administrative management policies. 6. Directs operation of the central mailroom including direction of the general workflow of written communications for the RO. 7. Directs procurement, storage, and distribution of all forms and publications to the RO, service organizations, etc and ensures compliance with RO and CO directives. 8. Responsible for administration of station motor pool of GSA vehicles in accordance with applicable directives and ensures maximum utilization and maintenance of assigned vehicles. 9. Ensures surveillance, evaluation, and planning to ensure efficient utilization of facilities and works with appropriate entities for acquisitions, maintenance, and improvements. 10. Administers the Personal Identity Verification system. 11. Supervises administrative employees . 12. Determines training needs of staff. 13. Advises, counsels, and instructs subordinate employees on work and administrative matters. 14. Interviews and selects candidates for vacant positions.

Qualifications

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR):This position does have an IOR that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have the experience listed below: Specialized Experience: One year of specialized experience equivalent to at least the next lower level (GS-11) in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: AND In addition to the above Individual Occupational Requirement (IOR), applicants must also meet the Specialized Experience Requirement. Specialized Experience: To qualify for the Supervisory Support Services Specialist at the GS-12 grade level, applicants must possess one year of specialized experience equivalent to the GS-11 grade level or equivalent. Specialized Experience may have been gained in the Federal, Military, or private sectors. Specialized Experience is defined as experience overseeing or assisting with managing the administrative operations of a work unit. To be qualifying the experience must demonstrate experience with budget, procurement, and facilities management. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

EDUCATION: There is no educational substitution for the GS-12 level.
