The primary purpose of this position is to serve as building manager for the 11AF Building 9480, which includes operation and maintenance, anti-terrorism/force protection, headquarters access manager, security and safety monitor, resources protection and fire prevention requirements.

Duties

Plans, organizes, and directs the activities of the building management function for Building 9480, ensuring facility operation and maintenance comply with legal and regulatory requirements and meet customer needs. Serves as the single point of contact for Building 9480, and other functions on matters that pertain to the overall facility operations and maintenance of Building 9480. Coordinates with civil engineering, civilian contractors, communications and security forces alarm section with regard to building maintenance, construction and modification to Building 9480. Develops preliminary resource support estimates for the cost of building construction, modifications and furniture projects. Allocates office floor space. Acts as the 11AF Quality Assurance Evaluator QAE/controlled access manager for Building 9480, reserved parking areas, and the facilities loading dock for all deliveries to the Building 9480.

  • This position is a TERM not to exceed 36 Months
  • The incumbent may be required to be available for other than normal duty hours, to include extended shift work (12 hours) while working in command readiness exercise, which may include evenings, weekends, and/or holidays
  • Position is primary after-hours point of contact for Civil Engineer Squadron and Security Forces Squadron for alarms
  • TDY can be anticipated. Incumbent may be required to travel by military and/or commercial aircraft in the performance or assigned tasks
  • Position requires a SECRET clearance
  • This position is designated "KEY" in accordance with agency directives. The incumbent must be removed from military recall status if alternatives for filling the position during an emergency are not available
  • Recall to duty may be a requirement of this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of building management to include maintenance and operation, anti-terrorism/force protection, resources protection, industrial and physical security concepts, information management, and principles and practices to plan, evaluate, improve, and implement building security programs in these areas; basic knowledge of carpentry, electric, and plumbing functions to oversee maintenance and operations requirements for building managed; ability to plan and carry out quality assurance program to ensure contractor meets requirements of contract. OR EDUCATION: Applicant has successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has a combination of specialized experience and education as described above. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of building management to include maintenance and operation, anti-terrorism/force protection, resources protection, industrial and physical security concepts, information management, and principles and practices to plan, evaluate, improve, and implement building security programs in these areas. Basic knowledge of carpentry, electric, and plumbing functions to oversee maintenance and operations requirements for building managed. Ability to plan and carry out quality assurance program to ensure contractor meets requirements of contract. Knowledge of resource acquisition using various sources. Ability to establish effective professional working relationships with co-workers and service organization, contributing to a cooperative working environment and successful accomplishment of the mission; ability to communicate orally and in writing, clearly, concisely, and accurately. Knowledge of local supply requirements for controlling equipment and hazardous material. Working knowledge of building security system databases, and ability to operate automated computer programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
