Duties

WHAT IS THE SMALL BUSINESS SELF EMPLOYED (SBSE)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: 2 positions to be filled in: SB/SE DEPUTY COMMISSIONER EXAM, PERFORM PLNG & ANALY EXAM. The following are the duties of this position at the full working level. The incumbent serves as an expert analyst responsible for developing policy and interpreting guidance on program planning, execution, and evaluation for the tax compliance, accounts management and/or taxpayer education and communication functions. Plans, analyzes, determines cost/benefit relationships and coordinates a variety of functions, operations, and teams. Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills. Analyzes assigned program area(s) to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic compliance initiatives. Develops and presents complete plans for activities assigned, and coordinates programs or program segments and related procedures. Has a significant role and substantive impact in the establishment and monitoring of division and or area policy for segments of SB/SE and TE/GE mission critical tax related operating programs. Coordinates with management to implement the policies established by National Headquarters.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience using cross-functional programs and their interrelationship with assigned program to analyze and participate in studies/projects and coordinate systems and resource utilization of program operations; Experience recognizing significant tax issues and enforcement changes to revise or recommend changes in basic implementing regulations; Experience using a wide range of analytical and evaluative methods to develop new approaches to existing processes; Experience using the principles of management planning, program and process analysis, to develop, design and implement new or revised procedures; Experience utilizing written and oral communications to prepare and present plans and proposals to individuals and/or groups, including top-level managers. Prepare comprehensive reports, disseminate information, and document findings and conclusions. Provide guidance and prepare complete decision packages, studies, and recommendations. Use Information technologies to secure and maintain data needed for appropriate analysis. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
