This position is located within the Agricultural Research Service (ARS), Northeast Area (NEA), at the Eastern Regional Research Center in Wyndmoor, PA.
In this position, you will provide centralized coordination and support to all ERRC research programs and administration for implementation, management, and evaluation of research activities.
This position is restricted to those within the local commuting area.
Duties
Evaluates, summarizes, and provides recommendations for improvement in project documentation.
Monitors the transfer of appropriated and temporary funds for research projects.
Reviews project plans and agreements to identify safety concerns within the plans.
Evaluates the performance of subordinate nonsupervisory employees.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-12:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing or implementing safety protocols, procedures, or regulations; reviewing project plans or agreements for completeness; supervising a team of employees; and analyzing and evaluating the effectiveness of activities and programs in a biocontainment facility.
Physical Demands:
The administrative work is primarily sedentary, requiring some standing, bending, and carrying of light items such as books and papers. However, the safety inspection of the facility frequently involves significant walking, climbing of stairs, roof inspections, dealing with inclement weather, crouching/crawling, and lifting moderately heavy objects.
Work Environment:
Although most work is performed in a typical office setting, onsite inspections require exposure to hazardous chemicals, moving equipment, heights, closed spaces, etc., A fair degree of potential risk is involved. The incumbent is required to wear protective clothing/equipment at times.
All candidates must reside within local commuting area where the position is located. Local commuting area is defined as the geographic area surrounding a work site that encompasses the localities where people live and reasonably can be expected to travel back and forth daily to work based on the generally held expectations of the local community.
