These positions are located in Carlsbad Field Office and Hobbs Field Station, in the Division of Minerals. This position is concurrently open to all U.S. Citizens under Announcement Number NM-MP-24-12488141-RM.

Duties

Duties will be developmental in nature when filled below the full performance level. Review and audit oil and gas lease cases to ensure production accountability and meet requirements set forth in Federal law pertaining to the administration and protection of Federal and Indian oil and gas resources. Conduct Records Verification (RV) for a wide variety of cases. Select and conduct Records Analysis (RA) reviews. Ensure oil and gas operations comply with Title 43 of the Code of Federal Regulations Parts 3160 and 3170. Provide recommendations and supporting documentation for appropriate course of action to peers and superiors. Conduct follow-up procedures on discrepancies discovered through the audit process to other interested parties. Serve as technical authority with peers providing guidance, assistance, and training on complex or unusual production accountability cases.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience GS-05: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) collecting specified data from various sources; (2) reviewing data sets for anomalous data by comparing the data from various sources; (3) assisting higher level technicians in summarizing data sets for a technical report. Specialized experience may include work as a clerk, administrative assistant, or technician or aid in an operations, engineering, or record keeping activity. OR, Education GS-05 : Successful completion of at least a full four-year course of study above the high school level from an accredited business, secretarial or technical school, junior college, college, or university in any field for which high school graduation or the equivalent is the normal prerequisite. (NOTE; You must submit a copy of your transcripts.) OR, Combination GS-05: Successful completion of a combination of post-high school education and specialized experience as described above, when combined, equals 100% of the total requirement. [Please note only education in excess of the first 60 semester hours (i.e., beyond the second year) may be used to qualify under this option]. (NOTE; You must submit a copy of your transcripts.) Specialized Experience GS-06: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) collecting, adjusting, reviewing data sets from various sources; (2) applying basic formulas to data sets using spreadsheet software; (3) drafting technical reports for work assignments and input results into a database. Specialized experience may include work as a clerk, or technician or aid in an operations, physical sciences, or engineering field if it equipped the applicant with knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience GS-07: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) reviewing technical reports, as they relate to oil and gas, and coming to conclusions based on those document; (2) researching and applying government regulations or engineering concepts to available documents and data; (3) determining simple relations between data to aggregate the data. Specialized experience may include work as an analyst, auditor, accountant, or technician or aid in engineering, operations, or physical science fields if it equipped the applicant with knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience GS-08: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) reviewing oil and gas reports from complex oil and gas operations; (2) determining volumes from raw data recorded by oil and gas meters; (3) determining complex relations between oil and gas volumes and related date to aggregate volumes and data. Specialized experience may include work as an engineering technician, facilities operations specialist, oil and gas accountant, analyst, or auditor. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the grade levels GS-06/07/08 of this announcement.
