This position is responsible for providing facility management for a Park Unit with diversified infrastructure and operational complexity. The organization is characterized by facilities with multiple functions, and resources with complex components. This is accomplished through the direction of subordinate staff, multi-year/operational budgets, and the utilization of new information technologies. Duties will be provided at Morristown NHP and Thomas Edison NHP.

Duties

Major Duties: Park Management Team: Serves as the facility management expert in support of park unit management initiatives. Actively involved in decisions affecting overall. park management policy and operations and contributes to the development of park management documents. Monitors and evaluates park functions to ensure compliance with and application of approved management direction. Represents the Park Unit in diverse public contacts with private and public entities to communicate park interests and issues. Assets, Operations and Fleet Management: Implements Facility Management Software Systems for cost effective management of assets. Performs and maintains asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans. Determines asset priority index, deferred maintenance costs, current replacement values and facility condition index. Plans, schedules and directs work to operate facilities and assets at their most effective level within their responsible program area. Implements work controls and tracking of work to evaluate the condition of assets. Annually reviews and adjusts work plans/schedules to address identified deficiencies and operational needs. Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Evaluates the need for professional consultation and facilitates the coordination for the design, development, review and evaluation of project documents. Responsible for construction progress, either as a Contract Officer's Technical Representative (COTR) or as overall project manager" Analyzes scope problems to assure problems are addressed and project is on schedule and within cost projections. Performs final inspection, authorizes final approval for acceptance of work and ensures all project documentation is completed and archived. Risk Management Safety: Responsible for implementing a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. Implements programs such as medical monitoring, respiratory, and hearing. Maintains health and safety records for all employees supervised. Reports loss time Incidents, evaluates reports to determine trends for the purpose of taking corrective actions. Initiates corrective measures for violations of OSHA standards, and directing periodic inspections of workplaces supervised. Financial Management: Prepares annual work budget plans for maintenance operations using the NPS financial management programs. Participates in the preparation of Operating Financial System (OFS) requests and identifies program deficiencies. Develops annual and multi-year programs utilizing project management software to augment park base funds in the effective management of facilities and equipment, e.g., cyclic maintenance, repair/rehab, Fee Demo, line-item construction, Federal Land and Highway Programs. Compiles administrative and cost data for reimbursable accounts. Ensures an accountable process to track and reconcile property inventory. Compliance: Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations. Responsible for implementing programs to address pollution prevention, conservation and sustainable operations. Maintains Park facilities in compliance and best management practices of the NPS Environmental Audit Program. Ensures that work on cultural and natural resources is in adherence with approved Historic Preservation Act and NEPA documents. Responsible for complying with all Building Codes, Life Safety Codes, NFPA Codes and ADA. Personnel Management: Exercises the full range of supervisory duties at least 25% of the time. Recruits and recormends selection of employees. Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments and other personnel actions. Approves leave, sets performance standards and evaluates and awards outstanding performance. Identifies training needs and identifies training opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this-support to subordinates.

Qualifications

All qualifications must be met by the closing date of this announcement-08/19/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: leading facility operations and maintenance activities in roads and grounds maintenance, repair, and restoration; leading operations, maintenance, and restoration of historic structures; planning maintenance activities and developing preventive maintenance programs for a park, recreational area, or similar operation. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher graduate level education leading to a Ph.D., or equivalent doctoral degree in directly related fields such as engineering, industrial arts, property management, or business administration; or LL.M, if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study in an accredited institution (50% of the qualifying education). The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
