This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Industrial Base (DIB) & Major Range Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in Yuma, AZ at the Yuma Proving Ground.

Duties

Maintains current register of buildings and up-to-date lists of buildings and facilities. Reviews all complete work orders and construction projects submitted and initiates final real property documents Processes requests regarding real property, interests (e.g. off post training areas, off-site storage, trailer site requests, etc.). Makes recommendations for acquisition of real property interests by fee or lesser interest (e.g. lease, easements license, and permit). Coordinates with other organizations to update ICARPUS survey data (e.g., the master planner, trainers, personnel, resource branch, etc.).

  • This position requires 5% TDY.
  • This position requires you to obtain and maintain a Secret Clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATION REQUIREMENTS GS-09 Specialized Experience: One year of specialized experience implementing real estate priniciples, concepts, and practices: assisting with real estate transcations and analysing.updateing real property inventories via various Real Property Inventory Management Systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. MINIMUM QUALIFICATION REQUIREMENTS GS-11Specialized Experience: One year of specialized experience analyzing and applying real estate policies and procedures to include interpreting mapping and legal descriptions; analyzing/ updating real property inventories via various Real Property Inventory Management Systems; conducting Space Utilization analysis as well as experience working with Project Delivery Teams on budgets and scopes of work.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as: Real Estate, Law, Business Administration, or a related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
