The purpose of the position is to administer the Area Personnel Security Program by providing guidance and administrative services in the areas of suitability, investigative findings, personnel security objectives and activities, and HSPD-12. Incumbent will report to the Supervisory Program & Management Analyst for the Oklahoma City Area Office, Office of Human Resources. This position is located at the Wewoka Indian Health Center in Wewoka, OK and may be "Telework" eligible.
Duties
Responsible for the day to day operations of the personnel security program including procedures, processes and directives set forth by the Agency and the Office of Personnel Management.
Reviews background investigation forms for accuracy and completeness before releasing a case for investigation.
Makes preliminary suitability or eligibility determinations for applicants applying for positions.
Serves as the technical advisor in the process of obtaining both ink and electronic fingerprints for submission to investigation agencies for background investigations.
Provides technical advice and guidance to employees, contractors, affiliates, and volunteers with regard to matters pertaining to the clearance process.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-07: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service obtained in either the private or public sector. Examples include researching written arguments/opinions in support of an issue; experience working with individuals on sensitive issues (including background information) which requires tact and discretion while providing good customer service; and experience providing training to groups of individuals via web-based training, classroom settings and/or conference calls.
OR
One (1) full year (18 semester hours) of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Bachelor's degree with superior academic achievement (S.A.A.). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service obtained in either the private or public sector. Examples include reviewing arrest reports and dispositions of cases to determine suitability of applicants applying for positions; using automated systems to obtain and transmit fingerprint results; reviewing background investigation forms for accuracy and completeness before case is released for investigation.
OR
Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service obtained in either the private or public sector. Examples include coordinating the day-to-day operations of the personnel security program including training, daily work flow, procedures, processes, using automated systems to obtain and transmit fingerprint results, case initiation, reports and findings; adjudication of investigations; and the development and maintenance of records and data to create reports.
OR
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
