This position is located the Boise Veterans Affairs Medical Center (VAMC), Facility Management Service (FMS), Boise, Idaho.
The position is responsible for managing the Veterans Affairs (VA) owned and General Services Administration (GSA) leased vehicle programs and the Facility Sign Shop. Each program is a stand-alone program.
Duties
Duties include but are not limited to:
The incumbent is responsible for the day-to-day management of at least 59 assigned vehicles for the entire fleet of VA purchased, leased, and donated vehicles utilized at the Boise VAMC facility and 5 Community Outpatient Based Clinics (CBOCs) in Idaho and Oregon. Serves as the liaison between GSA and the Medical Center. Vehicles are utilized by all services and their employees, VISN employees, Disabled American Veterans (DAV), CBOCs, Voluntary Transport Services (VTS), and the Boise Vet Center.
Coordinates and monitors all vehicle use consisting of mileage, number of trips, days used, number of passengers, and ensures compliance with VA and GSA standards and regulations. Plans and coordinates the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy. Through effective rotation, maintains a balanced fleet to uniformly achieve maximum use and cost efficiently. Acquires and disposes of vehicles, ensures vehicles are properly maintained, completes and maintains reports for each vehicle, verifies incoming invoices for payment, prepares accident reports, determines the number of repair estimates needed, research appropriate vendors for estimates, sets specifications for repairs, and orders new replacement equipment.
Maintains records on all Government-owned vehicles. Ensures information pertaining to vehicle identification tags, field assignment or termination, and maintenance or repair records are accurate and current.
Initiates vehicle procurement action for replacement and additional vehicles based on replacement standards and consultation with using services and facility leadership.
Receives new vehicles, assigns them to customers, determines when to dispose of used vehicles and equipment, and directs preparation of vehicles for turn-in following regulations for non-expendable property.
Provides and tracks training for all drivers to ensure annual training requirements are met according to VA Central Office requirements. Communicates agency and local policies and priorities to all vehicle drivers and ensures compliance. Reports any non-compliance to higher management with recommendations for correction.
Utilizes multiple databases including the Federal Motor Vehicle Registration System (FMVRS), Federal Fleet Management System (FEDFMS), GSA Drive-Thru, VA License Plate Management/UNICOR, Vendor and Customer Self Service (VCCS), US Bank Access Online for Owned Government Vehicles, and Agile Fleet.
The incumbent is responsible for making interior and exterior signs posted within the medical center, outside buildings, around the medical center campus grounds, and for government vehicles; as well as, for the CBOCs, leased spaces, and the Boise Vet Center.
Receives signage requests through the computerized work order system. Investigate signage requests to determine requirements for materials, dimensions, and installation needs following established guidelines. The work requires an understanding of layout, balance, spacing, spelling, and color. Determines the steps required by regulations and completes projects using standard trade practices and identifies and corrects defects before installation. Operates computerized signage equipment for cutting and engraving signage stock, engraving stock, and cutting vinyl letters. The work also requires using handheld manual tools for smoothing edges, trimming, and gluing pieces together. At times the incumbent research and provide solutions for unique or unusual requests. Research vendors and coordinates the purchase of signage that have requirements outside of the scope of the facility sign shop capabilities.
Acts as a timekeeper for FMS. Monitors the tracking program for requests that belong to the assigned Time and Leave (T&L) groups. Submits premium pay requests and leave requests, and records time and codes accurately. Reports any discrepancies to the employee and supervisor, as appropriate, and fills in as a backup to other timekeepers.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days by the closing date of this announcement, 08/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-6 position you must have served 52 weeks at the GS-5.
For a GS-7 position you must have served 52 weeks at the GS-6.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: This is a developmental level position provides closer supervision in the performance of the technical functions as the employee's assignments are expanded in complexity. Taking initiative in performing assignments, following established instructions, policies, and practices. Work is reviewed for accuracy and compliance with instructions. Knowledge and application of transportation regulations, methods, procedures, and operations; check documents for adequacy and generate a variety of recurring reports; and knowledge of records management requirements. Proper operation and safety precautions of specialized computerized routing equipment, knowledge of computerized timekeeping software programs and timekeeping regulations, records management requirements including appropriate filing and organization techniques, and purchase card rules and regulations. Performing multiple complex transportation support and sign-making functions that require the use of different and unrelated procedures and methods. Makes recommendations or takes action on a case-by-case basis for issues relating to vehicle type needed, maintenance and repairs, accidents, turn in of vehicles, and new vehicle needs and communicating effectively with various individuals. This position includes driving cars to and from repair shops and GSA. Proper operation and safety precautions of specialized computerized routing equipment, safe use of cutting and smoothing tools, compiling tracking, and reports data of signage, identifying appropriate materials and dimensions for each sign type, and proper installation techniques. Physical Requirements:
The work of the Vehicle Program may require some physical effort, such as standing, walking, bending, or sitting. It includes driving vehicles to and from repair shops and GSA.
The work of the Facility Sign Shop requires above average physical agility, such as regular and recurring periods of prolonged standing, bending, stretching, and lifting. Work requires continual movement of hand and arm, standing, reaching, and bending, as well as lifting materials up to 5 kilograms (10 pounds).
Occasionally, some projects may require heavier effort in doing tasks such as erecting signs or displays, kneeling to letter vehicles and equipment, or climbing ladders
Work Environment:
The Vehicle Program assignments are both in an office setting involving everyday risks or discomforts and outside the office, transporting vehicles, checking vehicle safety features, and performing vehicle maintenance. Normal safety precautions are adequate.
The Facility Sign Shop assignments are in areas with moderate risks or discomforts that require the use of special safety precautions. In some situations, employees may be required to wear protective clothing or gear. The signage work is conducted in a shop setting where the employee is exposed to loud noises, use of sharp tools, and dust and odors. Cuts, scrapes, and abrasions are everyday risks.
