The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats
Duties
Serve as ODNI's lead for biosecurity issues within the National Counterproliferation and Biosecurity Center.
Lead and oversee the planning, development, and evaluation of the related strategic planning documents in support of U.S. Government agencies' national security and foreign policy interests and programs.
Direct the setting of collection, analysis, and research priorities for national intelligence related to the biosecurity mission.
Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Provide direction to the group regarding the implementation of the NCBC Strategic Framework and Unifying Intelligence Strategy.
Guide NCBC's biosecurity-related outreach, education, and advocacy with IC, USG, and non-government stakeholders
Oversee and guide group efforts to work collaboratively with NCBC, ODNI/IC, and USG partners to identify and close key intelligence and research gaps that impede the USG ability to take effective biosecurity action.
Lead interagency outreach, education, and advocacy to effectively incorporate stakeholder requirements and capabilities into integrated intelligence or research strategies on biosecurity subjects.
Guide and mentor team members to promote use of best practices and to ensure common approaches to address biosecurity challenges.
Lead, initiate, cultivate, and maintain productive working relationships with senior decisionmakers across the IC in order to coordinate biosecurity priorities, strategies, resources, and implementation efforts to advance mission and enterprise objectives.
Represent NCBC, ODNI, and the IC at national security meetings, committees, task forces, and working groups, and serve as a focal point for any tasks related to biosecurity mission management subjects.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Expert knowledge of the U.S. Government structure, roles and responsibilities, and customer base of counterproliferation, biosecurity, and biodefense intelligence.
Superior technical knowledge, education, or expertise in biosecurity, biodefense, biotechnology, or related areas.
Expert leadership and managerial capabilities; including the ability to effectively direct taskings, allocate resources, assess and manage performance, and support the professional development of personnel from diverse agency backgrounds.
Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts.
Superior interpersonal, organizational, and problem-solving skills, including superior ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues.
Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.
Minimum Qualifications:
Experience: Ten years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization AND five years of experience in intelligence, policy development, or requirements management related to biodefence.
Education: Bachelor's degree or equivalent experience as determined by mission specialty area.
Desired requirements
Superior subject matter expertise on biodefense-related mission subjects
Knowledge of Intelligence Community biodefense-related intelligence posture, requirements, and key gaps.
Knowledge of U.S. Government biodefense posture, challenges, and efforts to improve.
Program management experience, including experience drafting Statements of Work and monitoring expenditures to analyze cost-benefit against set priorities.
