This assignment is a 1-year non-reimbursable assignment within the Crown Point CBOC Service Line Manager's Office, Crown Point, Indiana. The purpose of this position is to manage the budget, administration, and direction of the CBOC Service Line in support of the CBOC Service Line Manager's Office. The CBOC Service Line consists of the Adam Benjamin, Jr. VA Outpatient Clinic, Crown Point, Indiana; Chicago Heights CBOC, Chicago Heights, Illinois and Auburn Gresham CBOC, Chicago, Illinois.

Duties

Develops the need for and maintains an' awareness of available resources, and makes recommendations to CBOC Service Line Manager regarding needs, distribution or redistribution of these resources. Gathers and analyzes budget needs of the CBOC Service Line and supervises all phases of budgeting within administrative requirements. Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses. Assembles and complies budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. Informs the supervisor of potentially controversial findings, issues, or problems with widespread impact. Completed projects, evaluations, reports, or recommendation are reviewed by the supervisor for compatibility with organizational goals, guidelines and effectiveness in achieving intended objectives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in positions that required knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues or problems; experience in positions that required substantive administrative support functions such as budget, finance, space planning, property management, supply and general administration management, personnel, procurement, and contracting; experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations; and working knowledge of advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Administration Officer position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position. NOTE: Transcripts Required. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Ph.D. level and specialized experience directly related to the work of the Administration Officer position as described above may be used to meet the experience requirement for this GS-11 position.
