This position is a Physician (Administration), Office of Clinical Support. Location at the Bemidji Area Office, Bemidji, MN. This position reports to the Acting Area Director or designee. This is an Open Until Filled Announcement and applications will be referred when vacancies occur.

Duties

Total Compensation Package - Check out IHS's outstanding total compensation package for this job: Total Compensation | Pay (ihs.gov) Serves as the primary advisor to the Area Director on all aspects of health care programs. Responsible for maintaining the professional integrity, quality, and effectiveness of health care activities including therapeutic clinical services. Provides medical oversight and assures that medical practices and procedures and the medical care quality assurance review mechanisms at each IHS Facility are appropriate, of high quality, and consistent with his policy. Works with Tribes and Urban groups for the purpose of promoting and understanding of IHS programs and individual and group participation in planning, implementing and evaluating health programs and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. AND Licensure For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note An agency may waive the licensure requirement for research positions not involving direct patient care. AND Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-15: 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. GS-15 Experience Includes: Serve as advisor in planning, coordinating and evaluating all aspects of a health care delivery system including establishing policies and procedures; comply with accreditation standards. Assign work to subordinates; assure adequate staffing of health programs. Apply technical oversight for all medically related programs and health related activities. AND SELECTIVE PLACEMENT FACTOR - BOARD CERTIFICATION In addition to the basic requirements and minimum qualifications, the following certification is determined to be essential to perform the duties and responsibility of this position. Applicants who do not meet a selective placement factor are ineligible for further consideration. You Must Possess an unrestricted state board certification in one of the following: Family Practice, Internal Medicine, Pediatrics, or Obstetrics/Gynecology (OB/GYN) by the American Board of Medical Specialties or American Osteopathic Association. (NOTE: You must attach a copy of your certification/active registrant documentation.) Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
