This position is located in the Office of Administrative Services (OAS), Office of Human Resources (OHR).
The ideal candidate can handle multiple tasks and is service-oriented, technically-proficient, professional in all interactions, and possesses superb communication skills to interact with mission-focused/technical employees, senior-level staff members, and management.
Duties
The Instructional Systems Specialist serves as the technical authority of training and career development for USITC; will develop and produce training solutions using Instructional Design methods; and serve as the Administrator of the agency Learning Management System (LMS). The primary tasks include the following:
Plans, designs, develops, implements, oversees and evaluates employee training and development programs in support of human capital initiatives;
Evaluates, publicizes, and provides overall direction pertaining to human capital employee training and development programs;
Develops and monitors action plans related to the implementation of innovative training projects;
Reviews and analyzes the effects of changes in employee training and development policies and guidelines;
Develops policies and procedures to promote employee training and development programs, trends, practices and criteria;
Conducts need assessments and performance analysis to determine requirements for training and other appropriate methods of performance support; Consulting with managers and employees to determine skill gaps and identifying and obtaining appropriate development opportunities;
Independently or in partnership with customers, designing, developing, implementing and evaluating training and other methods of performance support; Writing statements of work and oversees contractor performance for the same;
Advises supervisors and employees in the area of developing a systemic approach to employee and career development;
Advises management regarding identifying critical skill developmental needs, at the individual and organization levels;
Provides instructional systems design techniques in order to assess, design, develop, implement and evaluate employee development programs.

BASIC REQUIREMENT
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
AND
MINIMUM REQUIREMENT:
To qualify at the GS-14 level, you must have one-year of specialized experience equivalent to the GS-13 obtained in the federal or private sector. Specialized Experience that demonstrated the ability to perform the functions of the position to be filled and that provided requisite knowledge of any of the following: Experience developing, implementing , delivering and assessing virtual learning platforms and custom virtual, interactive learning curricula that address an organizations specific needs; AND experience developing training or instructional materials based on an agency's educational theory and providing technical advice, guidance and recommendations to management and other key officials on training and developmental design; AND experience independently conducting all life-cycle phases of instructional systems design.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution for education at the GS-14 level.
