Duties

Serves as working leader for a group of Materials Handler (Motor Vehicle Operator) positions. Passes instructions on to other workers. Ensures that needed tools and material are available. Sees that all workers have enough work. Checks work in progress and completed work for compliance. Answers workers’ questions regarding procedures, policies, written instructions and directions. Provides information to supervisor on status and progress of work. Drives trucks with gross vehicle weights from 10 lbs. up to 26,000 lbs. to transport materials, equipment and supplies throughout the installation and on public roads. Assists with loading and unloading materials. Performs driver’s maintenance in accordance with established rules and regulations. Operates receiving dock to receive and direct trucks to unloading bay. Receives and unloads a wide range of materials using material handling equipment and 4,000 lb. rated forklift to include special attachments as necessary. Operates security screening (x-ray) equipment and employs established procedures to prevent dangerous objects or substances from being transported into the base populace. Uses office automation and basic software. Must be able to learn and utilize an automated parcel delivery tracking system.

Qualifications

To qualify for a Materials Handler (MVO) Leader, your resume and supporting documentation must support: Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position is: Ability to Lead: I instruct other workers on less complex work methods; refer to manuals as a means in answering questions related to the proper identification and examination of materials; adhere to all safety standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SELECTIVE PLACEMENT FACTOR: Must possess a current valid state driver's license and a Commercial Drivers' License (CDL) Class B for vehicles that they will be required to drive before being considered for the position. Physical Effort: Performs work on hard surfaces and in work areas that require standing, stooping, bending and walking, working in tiring and uncomfortable positions, and may be required to work at a rapid pace for long periods. Exerts moderate physical effort in the frequent handling of objects weighing up to 40 pounds and the occasional handling of heavier objects, which are moved with weight handling equipment or with assistance of other workers. Some physical exertion may be required to back vehicles to docks, moving up and down loading ramps and pushing loaded carts. Working Conditions: Work is performed inside or outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Drivers work mostly outside and operate vehicles in all kinds of weather and traffic and are exposed to the danger of serious accidents. They are exposed to dirt and fumes, and to the possibility of cuts, bruises and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Driving is done on and off base in all types of driving conditions. Work may expose individuals to the potential danger of explosives and biological or chemical contaminants and may require wearing personal protective gear such as steel-toed shoes, leather or rubber gloves, aprons and dust masks.
