The VA Northeast Ohio Healthcare System is recruiting for a Equal Employment Manager. The Equal Employment Manager will function in the Executive Director's Office under the Chief of Organizational Compliance.
Duties
The Equal Employment Manager duties include, but are not limited to:
Being the driving force responsible for continuous program development and advancement to ensure premium services are provided at all levels.
Serving as the technical advisor to the facility's Diversity Action Committee.
As the Senior EEO Manager will be required to establish and facilitate EEO/ADR related training activities across sites of care throughout Northeast Ohio.
Serving as site coordinator for Civility, Respect, Engagement in the Workplace (CREW) and building, maintaining, facilitating, advertising, and operating the CREW program across the VANEOHS.
Performing management support functions such as program or office planning, evaluation of administrative programs, fact-finding on administrative issues, correspondence control, special projects, or board or committee-related work.
Conducting special projects at the request of leadership, to analyze and evaluate a particular issue, and to provide recommendations.
Exercising complete independent judgment in analyzing and recommending solutions to problems that adversely affect the EEO complaint process at VANEOHS.
Managing the full lifecycle of all administrative and personnel management functions including the assignment of duties, recruitment/evaluation/selection and onboarding of new employees.
Work Schedule: Monday-Friday; 7:30am - 4:00pm

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in advising managers and supervisors on Equal Employment Opportunity principles, laws, regulations and policies; receiving and processing formal complaints of discrimination to include acceptance and dismissal decisions; providing input to management; consulting with stakeholders to explain special emphasis programs and develop awareness of responsibilities; and identifying Equal Employment Opportunity concerns to assist management in determining causes and developing strategies for resolution.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work involves sitting at a desk, and sitting in conferences and meetings, except for occasional visits to other work sites. Occasional use of an automobile and public conveyance is required. No special physical exertion is required.
