The Education Technician's primary purpose is to perform support duties related to all aspects of media and educational projects, including, product assessment, design, development, implementation, delivery and evaluation.

Duties

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered. The major duties of this position include but are not limited to: Performs general project support work such as the collection, compilation, research, and/or tracking of data and project information related to education. Collaborates with all services and projects supported to track VA/non-VA employee registrations. Provides faculty/lecturers with guidelines for submission of required materials and follows up with faculty/lecturers who fail to meet these guidelines. Prepares handouts, presentations and course syllabi from materials provided by faculty presenters or lecturers. Works collaboratively with Project Manager or Learning Consultant to develop and establish the minimum standards by which education programs and/or projects will be evaluated. May plan, design, prepare, and deliver presentations on various topics, to diverse audiences. Communicates client needs, concerns, and opinions to leadership and program officials and advocates for clients regarding national education initiatives. Performs assistant or technical education project work related to the acquisition and/or development of programmatic information resource materials and faculty/instructors to support the policy development and/or technical activities of the organization. Establishes and maintains training records, scheduling of classes and processing of continuing education certification requests to multiple professional accrediting bodies. Processes employee training requests, assists with development of contract statements of work, assists with locating internal and external sources of training, ascertains that employees meet course pre-requisites, etc. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-6. At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify at the GS-5 grade level, you must meet at least one of the following qualification requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of training/education standards, policies, procedures and project objectives, as they pertain to such areas as education project management, implementation, evaluation, and documentation; the ability to apply written and oral communication techniques sufficiently to develop and deliver briefings, develop spreadsheets, status reports, and correspondence to mangers to foster understanding and acceptance of recommendations; establishing and maintaining training records, scheduling of classes and processing of continuing education certification requests to multiple professional accrediting bodies. OR, Education: Applicants may substitute education for the required experience at the GS-05 grade only. To qualify based on education for the GS-05 grade level, you must have 4 years of education above high school. (TRANSCRIPTS ARE REQUIRED)OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of high school. (TRANSCRIPTS ARE REQUIRED) To qualify at the GS-6 grade level, you must meet at the following experience requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of training/education standards, policies, procedures and project objectives, as they pertain to such areas as education project management, implementation, evaluation, and documentation; the ability to apply written and oral communication techniques sufficiently to develop and deliver briefings, develop spreadsheets, status reports, and correspondence to mangers to foster understanding and acceptance of recommendations; establishing and maintaining training records, scheduling of classes and processing of continuing education certification requests to multiple professional accrediting bodies. You will be rated on the following Competencies for this position: Technical Competence- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Clerical- Knowledge of filing, typing, entering data, maintaining records, and using and completing forms. Organizational Stewardship- Takes responsibility and initiative, sets and meets priorities, follows through on commitments, safeguards information, and organizes and uses time and resources to achieve desired results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work will occasionally involve long periods of repetitive actions (such as Collating/ stuffing/ packing), standing for long periods of time, keyboarding, lifting boxes of supplies or education materials (up to 40 pounds), loading and moving small handcarts, and traveling through airports with personal luggage and a laptop computer. A motor vehicle operator's license is preferred. Occasional travel to conferences beyond the commuting area is required. Overtime work is frequently performed at conferences.
