The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
Leads a team of trades and/or labor workers.
Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. Performs the entire spectrum of trades/and or labor task appropriate for the occupations and grade of the team for which they are assigned working leader.
Plans and lays out work from blueprints, sketches, drawings, specifications, and work orders in manufacturing aircraft sheet metal and composite structures which have combined straight and curved edges, and irregular angles, planes, and curves.
Examins aircraft sheet metal and composite structures to locate cracks, breaks, holes, bulges, dents, delaminating and loose or missing rivets.
Prepares various surfaces of interior and exterior aircraft and support equipment structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and protective coats. Utilizes, and enforces safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

- May be required to obtain an appropriate clearance to perform work in sensitive areas
- May train and/or guide lower grade/lesser experienced employees
- May require specialized training/certification to accomplish aircraft specific repairs
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
- May use computer assisted (CAD/CAM/CNC) machines to perform basic work process, such as abrasive waterjet and tube bending equipment
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or
early release
Qualifications
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3800, Metal Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is is ability to do the work of a WL-3806 SHEET METAL MECHANIC (AIRCRAFT/PAINTER) LEADER without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Working knowledge of a wide range of trade practices, accepted surface preparation and coating methods, and of paints and thinning additives. To include characteristics and properties of metals, principles, processes, and techniques of composites used in the trade.
2. Knowledge of safety and environmental laws, standards, regulations, practices, and procedures.
3. Knowledge in using a wide variety of hand and power tools such as burring, punching, shearing, and bending machines, cable swaggers, spray guns, viscosity tester, thickness gauges, and compressors by the group being led.
4. Skill in performing the trade and/or labor work of the group being led.
5. Ability to lead a team of three or more labor or trade employees in manufacturing and installing new parts, reinforcing, patching, and replacing defective parts, including sheet metal, composite structures, aircraft tubing, and aircraft cable assemblies.
6. Ability to plan and organize work assignments to include determining resources required to accomplish mission, use computer terminals to maintain records and document actions.
Physical Effort
Work encompasses strenuous physical exertion when bending and shaping the more complex items in handling larger and bulkier items. Physical exertion is moderate and includes prolonged standing; climbing up and down ladders and maintenance stands; working in cramped and awkward positions while installing items; and reaching, lifting, and bending while using hand and powered tools. Weight lifted seldom exceeds 50 pounds.
Working Conditions
Works both inside and outside and is subjected to a moderate amount of noise and vibration from shop machines and to a variety of weather conditions. Subject to cuts, bruises, falls, and burns. Required to wear safety glasses when performing eye hazardous operations. Required to wear respirator when performing paint application/removal and adhesive sanding operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
