This position is located in a Department of Veterans Affairs, Veterans Benefits Administration, Office of Mission Support (OMS). The incumbent serves as Supervisory Program Analyst within the Administration Division.

Duties

Specific duties include: Oversees the analytical review, process, coordination tracking, distribution, stocking, and maintenance of all administrative issues, and recurring publications. Serves as primary advisor to the Executive Director, Deputy Director, Executive Management Officer, and Assistant Directors of OMS regarding VBA program issues and is the principal representative and liaison to corresponding business lines, staff offices and regional offices. Coordinate with all publication riders and ensures appropriate liaison with the VA printing and procurement staff elements, outside vendors, Government Printing Office (GPO), publishing companies, etc. Monitors, reports and advise on compliance matters, including appeals and litigation of FOIA cases, and legislation affecting the FOIA and Privacy programs and provide advice and guidance on an array of complex, sensitive, and critical issues essential to advance the agency's mission. Oversees and directs the VBA Central Office and Regional Office vehicles assigned to the Fleet Management program Provides world class customer service and ensures all customer's issues and requests are properly addressed and forwarded to the appropriate contact for resolution. Cognizant in providing quality customer service through effective verbal and non-verbal communications and ensuring issues that arise have been properly notified and completed. Oversees the program of the VBA Equipment Inventory Listing (ElL) program and the assigned VBA ElL Official, who is accountable for maintaining accurate and up-to-date records of all IT and non-IT equipment assigned to VBA business lines and staff offices. Duties include ensuring assigned VBA ElL Official are provided guidance and training on VA Property program System. Oversees the VBA Mail program. The primary responsibilities are promoting, leading, overseeing and providing policy guidance that facilitates the Department-wide Mail program and implements the provisions found in the Federal Property Program Regulations. Oversee the budget for all printing requisitions including projections and tracking of funds allotted for VBA printing. The incumbent must possess mastery knowledge of the federal budgetary process and ability to manage, formulate, present, execute and analyze organizational budgets. Serves as the VBA liaison to VA and Office of Management and Budget (OMB) in the control and program of forms (with other governmental agencies) and in the preparation/development of the Information Collection Budget. The incumbent establishes and maintains processes to ensure that internal use VBA forms are made available nationwide using Intranet and Internet technologies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/23/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Specialized experience is defined as experience equivalent to the GS-13 level in the Federal service related to all forms program, administrative issues directives, Equipment Inventory Listing (EIL), publications and mail program, printing, and fleet that supports VBA Central Office and the regional offices. Examples of specialized experience include: Assist in establishing national policies and procedures consistent with Congressional mandates while providing leadership and direction to subordinates Develops Division goals to support OMS Strategic Plan. Collaborate with Congressional mandates while providing leadership and direction to subordinates. Possesses knowledge of Mail, Fleet, Publication and Forms regulations, policies, and procedures. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Position is sedentary.
