The primary purpose of this position is to serve as a Fire Protection Engineer Technician consultant and single point of contact and technical authority relating to fire protection for all base construction projects. Perform fire prevention and inspection duties designed to detect and reduce or eliminate fire hazards in a high fire expectancy area.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. Directs, reviews and coordinates on fire protection engineering and fire prevention requirements. Determines the need for fire suppression, detection systems, and fire reporting systems for existing and new facilities. 3. Serves as a point of contact in providing fire protection guidance to Contracting directorate (PK), Transportation Division (LGT), Air Education Training Command (AETC) and Reserve tenants, and other base organizations. 4. Provides technical advice to the Fire Chief regarding the effect of both immediate and long-range planning programs related to fire protection engineering. 5. Substitutes for the assigned Assistant Chief for Operations. Compiles with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • Works a standard 60 hour week
  • Government vehicle operator's license required.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release

Qualifications

Conditions of Employment Continued: This is a Key Position. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") 25 Performs duties as Ground Safety Officer and complies with Air Force Occupational Safety and Health (AFOSH) and NFP A 1500 standards. Attends base safety meetings as required. Writes lesson plans with new safety procedures. Investigates accidents as required by the Fire Chief. Inspects facilities on night shifts for fire hazards and occupancy load compliance voluntarily or as assigned by the Fire Chief. Inspects projects under construction to ensure fire protection contract compliance. Works as Facility Manager for all four fire stations and fire department training grounds. Initiates work requests (AF Form 332) and job orders (DSWs) for repair and maintenance of stations, and quality of life for firefighters. Manages Fire Department communication installation. Initiates AF Form 3215 for communication requests Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of creditable specialized experience includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Special Retirement Provisions Authority: One of the following apply: PENDING APPROVAL - FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 USC 8401(14), 5 USC 8412 (d), and 5 CFR 842.802]. Authority: Authority: Secretary of Defense Memorandum, dated 31 Aug 89. OR - CSRS Position covered as a secondary position under the CSRS special retirement provisions for Federal firefighters [5 USC 8331 (21), 5 USC 8336(c), and 5 CFR 831.902]. Authority: OPM Memorandum, dated 26 Jun 89. Position may or may not be covered under Special Retirement Coverage outlined in 5 CFR 831 Subpart I for CSRS or 5 CFR 842 Subpart H for FERS covered employees. If an individual is selected and hired prior to the SRC being approved they will be required to sign an SRC memo acknowledging the pending approval. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Certification requirements for this position are:Fire Officer III, Fire Instructor II, Fire Inspector III, Hazardous Material Incident Commander, and Airport Firefighter. Incumbent must process required certifications at date of employment KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of fire protection engineering theory, philosophy, principles, practices. 2. Knowledge of fire protection building construction features and fire protection building codes. 3. Knowledge of Air Force/DoD Fire protection, and Civil Engineer standards, policies, and practices to include knowledge of basic and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. 4. Ability to effectively communicate both orally and in writing and deal effectively with widely diverse individuals and groups 5. Knowledge of fire, safety, and occupational health principles, methods, equipment, practices, and techniques. Knowledge of protective gear, equipment, and suppression or neutralizing substances or procedures appropriate to the various hazards. 6. Ability to develop lesson plans. 7. Ability to read complex construction drawings. 8. Must meet and maintain physical standards and conditioning as prescribed by applicable directives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
